Job Scope
Uses significant independent judgment and familiarity of the field to perform work. May be responsible for
administration of various moderate and high complexity departmental programs and may be the lead a group of
employees. May develop policies and procedures and oversee the implementation and execution of them.
Position Summary
The Compliance Monitor is responsible for supervising, reviewing, implementing, and/or assessing the District's
education, and special programs to ensure compliance with state and federal guidelines and requirements as well
as performance-based monitoring. Programs can include Title I, Part A & D; Title II, Part A; Title III, Part A, Impact
Aid and School Improvement Programs and other related state or federal grants. Ensures timely completion of all
required actions and dissemination of information within the district.
Responsible for monitoring the Head Start program to ensure compliance in meeting the Head Start Performance
Standards and Regulations. Develops and provides ongoing training and technical assistance to Head Start campuses.
Assists with the development of policies / procedures and oversees the implementation and execution of them.
Serves as a resource to Head Start campuses for the fidelity of the Head Start federal prekindergarten grant. Tasked
with assisting the attainment of district objectives by providing compliance support associated with the
implementation of best practices for high-quality early childhood education.
Essential Functions / Key Responsibilities
1. Administers Campus and District Special Programs and Improvement Plans.
2. Keeps informed of state and national directives pertaining to special programs and improvement plans.
3. Plans and designs local campus instructional plans/programs compatible with program objectives,
legislative, and TEA regulations.
4. Formulates, implements, and coordinates programs to achieve project goals and objectives.
5. Collaborates with campus leaders and department heads and may lead the development of budgets and
compliance requirements.
6. Supports participating schools in conducting an annual evaluation of the content and effectiveness of
plans/programs.
7. Performs other related duties as assigned within the appropriate skill and experience capabilities expected
for this position.
Minimum Requirements
- Bachelor's degree from an accredited college or university or 4 years equivalent experience.
- 5 years progressive experience in program/compliance management or a related function.
- Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee
Preferred Qualifications
- 8 years progressive experience in related field.
- Experience in Head Start programs or classroom experience in PreK / Head Start PK
Knowledge, Skills & Abilities
- Demonstrated ability to work both independently and as a team member.
- Excellent ability to communicate effectively in both written and oral form.
- Excellent organizational skills, and ability to maintain accurate records, and meet deadlines.
- Excellent presentation skills and the ability to speak to large groups.
- Demonstrated ability to analyze moderately complex data and problem solve.
- Minimum valid certification in First Aid and Cardio-Pulmonary Resuscitation (CPR) training.
- Valid Texas Driver's license with good driving record; Must meet and maintain liability coverage.
- Knowledge of Head Start Performance Standards, Policies and Procedures.
- Work with District staff to develop and implement required Head Start “corrective action plans” (CAPS).
- Keep abreast of state and national directives regarding the federal Head Start program and the Texas
- Conduct ongoing monitoring visits of Head Start sites to ensure compliance of instructional programs and
- Collecting data for the Head Start Annual Program Information Report (PIR) for the federal Office of Head
