What are the responsibilities and job description for the Contract Administrator (Bilingual English & Korean) position at Samsung E&C America, Inc.?
Job Title: Contract Administrator, Project Control Team
About the Role:
Samsung E&C America, Inc. is a leader in high-tech engineering and construction, specializing in complex, large-scale industrial projects—including state-of-the-art semiconductor facilities—that define the future of infrastructure in Texas and beyond. Our commitment to excellence, innovation, and global standards makes us a premier destination for top-tier professionals looking to drive large-scale industrial success.
We are seeking a highly organized, proactive, and bilingual (English/Korean) Contract Administrator to join our Project Control Team at a construction site in Texas. In this role, you will manage day-to-day contract review support, subcontractor coordination, handle document control, and support contract management to ensure project execution remains on schedule and within budget in a fast-paced environment.
Key Responsibilities & Roles:
1) Contract Review Support
- Review draft contracts, subcontracts, purchase orders, and change orders under guidance of the Contract Manager.
- Assist with markup and redline preparation; track revisions across negotiation rounds.
- Summarize key contractual terms (scope, schedule, payment, liability, indemnification, insurance requirements) in concise internal memos.
- Flag non-standard clauses, missing provisions, or inconsistencies with master agreement terms for attorney or Contract Manager review.
- Cross-check subcontract scopes against prime contract flow-down obligations
2) Contract Administration & Documentation
- Maintain the contract log and document management system; ensure all executed agreements, amendments, and correspondence are filed accurately.
- Track contract milestones, notice deadlines, option periods, and expiration dates; issue timely reminders to the project team.
- Prepare contract transmittal packages, execution copies, and distribution records.
- Assist in drafting routine correspondence, notices, and formal letters related to contractual matters.
- Coordinate with legal, finance, and procurement teams on contract-related data requests and reporting.
3) Negotiation & Coordination Support
- Prepare comparison matrices, issue trackers, and negotiation summaries to support the Contract Manager in discussions with subcontractors and vendors.
- Coordinate internal review cycles — collect comments from engineering, legal, and project controls, consolidate into a single working draft.
- Schedule and record negotiation meetings; document agreed positions and outstanding issues in action-item logs.
- Follow up with subcontractors and internal stakeholders on pending contract execution, bond delivery, and insurance certificate compliance.
- Support bid and RFP processes by reviewing draft RFP language and preparing subcontractor scope summaries.
4) Compliance & Risk Tracking
- Monitor subcontractor contract compliance obligations (insurance, bonds, Davis-Bacon prevailing wage, CHIPS Act addendum requirements).
- Assist with claims documentation and change order log maintenance; organize supporting records for potential disputes or audit review.
- Support preparation of internal reports and status updates on contract execution progress for leadership.
5) Subcontractor Coordination
- Support subcontractor bid evaluation, contract award process, and contract execution.
- Continuously monitor subcontractor performance and contractual compliance, engaging proactively to resolve issues before they escalate.
- Manage the contract close-out process, including final account settlement and timely release of retention/bonds.
6) Administrative Support
- Support internal and external meetings related to contract, schedule, and commercial matters.
- Coordinate communication across project stakeholders (Owner, GC, subcontractors, legal).
- Provide translation/interpretation support (Korean ↔ English) when required.
Qualifications
- Bachelor's degree in Business, Construction Management, Law, Pre-Law, Political Science, or a related field preferred.
- 3–5 years of experience in contract administration, legal support, paralegal work, procurement, or project coordination.
- Prior exposure to commercial or construction contracts preferred; government contracting experience also valued.
- Experience maintaining document management systems and tracking multiple active workstreams simultaneously.
- Technical & Professional Skills
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint); working knowledge of document comparison tools (e.g., Litera, Adobe).
- Strong reading comprehension for legal and contractual language; ability to identify material provisions quickly.
Key Requirements
- The ideal candidate is a sharp, organized professional who is comfortable working in a high-volume contract environment alongside senior legal and project management staff. This individual does not need to be a lawyer or experienced negotiator — the role is fundamentally a support position — but must be analytically capable, a strong reader of contract language, and highly reliable with documentation and follow-through.
- Candidates with bilingual (English and Korean) and prior exposure to large-scale construction or industrial projects will have a significant advantage given the project's ownership structure and communication demands.
