PSM Coordinator


CORPORATE SUMMARY

Salt Creek Midstream (SCM) is a greenfield midstream company built to provide a full suite of midstream services and downstream solutions to producers in the Delaware Basin. SCM leverages fundamental and intra-basin knowledge to optimize the value of producer resources, reduce bottlenecks and deliver higher netbacks to the producer.

POSITION SUMMARY

  • The PSM Coordinator will have a thorough understanding of OSHA 1910.119 (PSM) and CFR Title 40 Part 68 (RMP).
  • The PSM Coordinator will coordinate the work and facility support activities for all the Company’s PSM and Non-PSM facilities and provide technical support services to field operations.
  • The PSM/RMP duties will include PHAs, developing and implementing PSM programs, leading investigations, and root cause analysis, assessing PSM and reliability systems, writing/maintaining operating and maintenance procedures and equipment mechanical integrity procedures, etc.
  • This position will also coordinate the activities of third-party contractors providing PSM support to these facilities.
  • The coordinator will assist in developing budgetary numbers, providing status reports (actual expenditures versus budget and reforecasts) and assist the Plant Manager in forecasting future expenditures.
  • The PSM Coordinator will also perform similar duties to support the non-PSM regulated company assets for both Crude and Gas operations as it relates to PHA’s, MOC’s, PSSR’s, tracking of action items and other applicable activities.


DUTIES AND RESPONSIBILITIES


The PSM Coordinator will report directly to the Gas Plant Manager and work closely with Field, Tech Services and Crude Managers to support continued safe and efficient operations across the asset.


  • Ensure compliance with all applicable PSM/RMP-related regulations, goals, policies, and procedures.
  • Act as a Company liaison between project management, operations, and outside engineering companies to ensure facility and equipment purchases are meeting the proper design requirements.
  • Interface with government agencies to maintain regulatory compliance (audits, annual reports, etc.).
  • Maintain a working knowledge of PSM (14) elements and EPA Risk Management.Provide technical and high level PSM related training as required Conduct audits and inspections of plant performance and activities.
  • Experienced in Emergency Response and Haz-Mat.
  • Provide advice and guidance on the interpretation/application of acts/regulations related to PSM.
  • Review all corrective actions and ensure that actions are implemented and effective.
  • Develop and review required PSM metrics for internal and external reporting.
  • Observe work methods and conditions for safety hazards and take timely and appropriate actions to communicate and correct deficiencies.
  • Support PSM/RMP training activities by developing and/or reviewing training materials for effective presentation, relevance, accuracy, and applicability to current PSM standards and regulatory requirements.
  • Oversees, coordinates, and participates in employee participation activities in accordance with PSM and RMP programs.
  • Participate in emergency planning and preparation including drills and exercises, training program, and incident investigation.
  • Provide support during OSHA and EPA audits of the PSM and RMP programs, and other regulatory audits.
  • Coordinate data retrieval, compilation, and reporting for company’s process safety key performance indicator metrics.
  • Provide technical direction related to required mechanical integrity elements to be included in overall maintenance actions at the plant.
  • Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public.



MINIMUM ESSENTIAL QUALIFICATIONS

  • 5 years of experience in a PSM role
  • Thorough understanding of OSHA 1910.119 (PSM) and CFR Title 40 Part 68 (RMP).

  • Regularly bends, stoops, moves from ground level to higher levels, raises/lifts from ground level a load up to 50 lbs., manually transports a load up to 75 lbs., and applies up to 150-foot pounds of torque.
  • Regularly gets into and out of vehicles and rides over rough roads.
  • Walks an average of 5 miles per day, up to 7 miles per day.
  • Candidates subject to Department of Transportation (DOT) drug and alcohol testing requirements,
  • Subject to overtime and callouts.

  • Works indoors and outdoors, in and around mechanical, industrial, and electrical equipment.
  • Required to climb about equipment and work in confined areas (i.e., tanks, between compressors, vessels).
  • May be subject to work in hazardous conditions including hydrocarbon vapor, adverse weather conditions, and extreme temperatures.
  • Wears safety equipment as required.
