The Administrative Clerk is responsible for managing resident occupancy, eligibility, and compliance for housing programs. This position ensures compliance with HUD regulations, the Admissions and Continued Occupancy Policy (ACOP), and Salem Housing policies by processing applications, managing waiting lists, conducting certifications, and maintaining accurate resident files. The Administrative Clerk serves as a primary point of contact for applicants and residents regarding eligibility, rent determination, lease compliance, and program requirements.
Essential Duties and Responsibilities

Occupancy, Eligibility, and Compliance
· Interviews applicants to determine eligibility for housing assistance programs in accordance with HUD regulations, ACOP, and Salem Housing policies.
· Manages and maintains waiting lists, including applicant selection, preference verification, and proper documentation.
· Assists applicants and residents with completing applications and obtaining required documentation such as proof of income, assets, age, and household composition.
· Processes applications, interim changes, transfers, and move-ins and move-outs, in accordance with established policies and guidelines.
· Obtains and verifies income, assets, and other factors affecting eligibility and rent determination.
· Calculates rents accurately in accordance with HUD regulations and established procedures.
· Establishes, maintains, and audits resident files and electronic records, ensuring accurate documentation, income calculations, case notes, and compliance with recordkeeping requirements.
· Assists with accessing updated HUD program information and completes required reporting through online systems.
Resident Relations and Lease Enforcement
· Manages tenant compliance with lease terms and ACOP enforcement, including inspections, housekeeping, noise, neighbor relations, and lease violations.
· Coordinates with the maintenance staff regarding unit inspections, make-ready activities, and occupancy needs.
- Performs general office duties such as typing/data entry, correspondence, filing, faxing, copying, etc.
- Manages mail, telephone and electronic communications in a professional manner. Forwards and directs all written or verbal correspondence to the appropriate party in a timely manner.
- Compiles work order and rent collection
Evictions and Legal Compliance
· Assists with eviction procedures by preparing notices, ensuring compliance with legal and HUD requirements, and representing the Authority as required in court proceedings.
· Maintains accurate documentation related to enforcement actions and resident correspondence.
Special Requirement
- Strong customer service and communication skills
- Must have a high school diploma or G.E.D. certificate, possess a valid driver’s license and able to pass a criminal background check prior to employment.
- Obtain Occupancy Specialist and Low-Income Tax Credit Specialist certifications within six months of employment.
- Experience in affordable housing a plus
Job Type: Full-time, Monday – Friday, 8:00 – 4:00
Benefits: This is a 37.5-hour work week with benefits including paid time off (vacation/sick), health insurance, dental insurance, life Insurance and New Hampshire Retirement System (NHRS)
Salary Range: $42,900.00 Annually
