Position Summary

The Human Resources Manager is responsible for leading all aspects of the organization's human resources functions, including talent acquisition, employee relations, payroll administrationassistance, benefits management, compliance, training and development, workers' compensation administration, and global employment compliance. This position ensures that all HR practices align with company objectives while maintaining compliance with federal, state, local, and international labor laws. The HR Manager serves as a strategic partner to leadership and a trusted resource for employees throughout the employee lifecycle.

Talent Acquisition & Recruitment

* Develop, create, and post job descriptions and employment advertisements.

* Source and recruit qualified candidates through various recruiting platforms and professional networks.

* Review and screen employment applications and resumes.

* Conduct phone, virtual, and in-person interviews.

* Coordinate interview schedules with hiring managers.

* Conduct reference checks, employment verification, background investigations, and other pre-employment screening activities.

* Coordinate and administer pre-employment and random drug screening programs.

* Prepare and extend formal employment offers.

* Prepare employment contracts and new hire documentation.

* Collect and process all onboarding paperwork, including employment agreements, Form I-9, Form W-4, direct deposit authorizations, and other required documentation.

* Coordinate new employee onboarding and orientation programs.

* Ensure completion of all required new hire training and compliance courses.

* Monitor and track annual compliance training requirements and contract-specific certifications.

Payroll Administration

* Review and verify employee timesheets for accuracy and completeness.

* Track regular hours, overtime, paid time off (PTO), holidays, and leave balances.

* Maintain accurate, confidential, and up-to-date personnel records.

* Coordinate with accounting to ensure proper payroll reporting and record retention.

Compensation & Benefits Administration

* Develop, administer, and oversee employee compensation and benefits programs.

* Ensure wages remain competitive and aligned with market conditions.

* Ensure compliance with the Service Contract Act (SCA) and prevailing wage determinations for applicable federal contracts.

* Administer employee benefit plans, including health insurance, paid leave, and supplemental benefits.

* Coordinate annual benefits open enrollment.

* Serve as the primary point of contact for employee benefits questions and claims.

* Work with insurance brokers and benefit providers to evaluate plan offerings and negotiate competitive pricing.

Employee Relations & Performance Management

* Advise managers and employees on HR policies and employment matters.

* Investigate employee complaints and workplace concerns.

* Assist supervisors with performance improvement plans and corrective actions.

* Maintain documentation related to employee performance, coaching, disciplinary actions, and investigations.

* Promote positive employee engagement and organizational culture.

Disciplinary Administration

* Document policy violations and disciplinary actions in accordance with company policies.

* Maintain complete and accurate records of investigations and corrective actions.

* Ensure consistency and fairness in disciplinary procedures.

* Provide guidance to supervisors regarding appropriate corrective action.

Labor Law Compliance

* Ensure compliance with all applicable federal, state, local, and international labor laws.

* Maintain compliance with Equal Employment Opportunity (EEO), Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Occupational Safety and Health Administration (OSHA), Service Contract Act (SCA), and other employment regulations.

* Conduct internal HR compliance audits.

* Develop and implement policies and procedures to ensure continued regulatory compliance.

* Maintain required employment records and government reporting.

Training & Organizational Development

* Develop and administer onboarding and on-the-job training programs for new employees.

* Coordinate mandatory compliance training and annual refresher courses.

* Develop training related to company policies, regulatory updates, and process improvements.

* Coordinate professional development opportunities for employees.

* Provide leadership development training for managers and supervisors, including performance management, coaching, conflict resolution, and employee relations.

Workers' Compensation (WC) & Defense Base Act (DBA) Administration

* Manage annual procurement and renewal of Workers' Compensation and Defense Base Act insurance coverage, ensuring competitive pricing and adequate coverage.

* Serve as the primary point of contact for workplace injuries and occupational illnesses.

* Investigate incidents and coordinate timely reporting to insurance carriers.

* Complete claim documentation and monitor claims through resolution.

* Maintain confidential medical records in accordance with applicable privacy laws.

* Track lost-time incidents and workers' compensation metrics.

* Coordinate return-to-work programs.

* Conduct incident investigations and collaborate with safety personnel to identify root causes and implement corrective actions.

* Assist with insurance premium audits and regulatory reporting.

Global Compliance & International HR Operations

* Support international hiring and workforce management.

* Ensure compliance with foreign labor laws and employment regulations.

* Coordinate mandatory statutory benefits and employment requirements in foreign jurisdictions.

* Assist with international employment contracts.

* Coordinate visa applications, work permits, immigration documentation, and international employee relocations.

* Partner with legal counsel and local advisors to ensure compliance with country-specific employment requirements.

HR Administration

* Maintain employee personnel files and confidential HR records.

* Update and maintain employee handbook, HR policies, and procedures.

* Prepare HR reports and workforce metrics for executive leadership.

* Maintain HR information systems and employee databases.

* Support audits related to payroll, contracts, labor compliance, and government regulations.

* Perform additional duties as assigned.

Qualifications

* Bachelor's degree in Human Resources, Business Administration, or a related field preferred.

* Three or more years of progressively responsible Human Resources experience.

* Experience supporting government contracts and Service Contract Act (SCA) compliance preferred.

* Knowledge of federal, state, and international employment laws.

* Experience administering payroll and employee benefits.

* Familiarity with Workers' Compensation, Defense Base Act (DBA), OSHA, FMLA, ADA, FLSA, and EEO regulations.

* Strong organizational, analytical, and problem-solving skills.

* Excellent written and verbal communication skills.

* Ability to maintain strict confidentiality and exercise sound judgment.

* Professional HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR) preferred.

Physical Requirements

* Prolonged periods of sitting and working on a computer.

* Occasional lifting of up to 25 pounds.

* Ability to travel occasionally for recruiting, training, or company business, including international travel when required.

Work Environment

This position operates in a professional office environment with occasional travel to domestic and international project sites. The Human Resources Manager must be able to manage multiple priorities in a fast-paced environment while maintaining confidentiality, professionalism, and compliance with organizational policies and legal requirements.

Pay: $60,000.00 - $80,000.00 per year
