GENERAL SUMMARY OF POSITION:

The Director of Human Resources serves as the primary operational leader of the HR Department, responsible for implementing HR strategy, overseeing daily operations, and ensuring the effective delivery of HR services. Reporting to the Executive Director of Human Resources, this role supports organizational goals by leading HR functions, including talent acquisition, employee relations, compliance, and HR systems, while fostering a positive and engaging workplace culture.


ESSENTIAL JOB RESPONSIBILITIES:

The Director of Human Resources responsibilities include, but are not limited to:

  • Support the development and lead the execution of the vision and strategic goals for the SISD HR Department and collaboratively support district-wide initiatives.
  • Coordinate, implement, and drive continuous improvement of HR operational systems, processes, and service models in the areas of benefits, HRIS, and overall human resources operations.
  • Provide day-to-day leadership of the HR Department, including staff supervision, performance management, workload prioritization, and professional development for HR staff.
  • Assist the Executive Director in developing, implementing, and monitoring HR policies, procedures, and best practices that align with district objectives.
  • Leads the implementation of recruitment strategies and workforce planning initiatives aligned with district priorities.
  • Responsible for the management of the recruitment and onboarding process from job postings to hiring, ensuring the district attracts and retains top talent.
  • Participates in screening and hiring of highly qualified certified and non-certified staff, promoting diversity, equity, and inclusion in the workforce.
  • Establishes and maintains the districts performance evaluation review system that meets compliance requirements and ensures a fair and consistent process.
  • Serve as a resource and partner to local school districts, providing guidance and support in HR operations, systems, and compliance.
  • Oversees staff licensure, certification, permits, and approvals to ensure compliance with applicable rules and regulations.
  • Represents the district and applicable LEAs in unemployment hearings.
  • Develop and analyze HR metrics and trends to support decision-making by the Executive Director and district leadership in the areas of employee retention, employee demographics, recruitment, and hiring data, to improve the employee experience.
  • Provides internal support by responding to staff concerns, proactively addressing potential issues, and implementing solutions consistent with collective bargaining agreements and board policy.
  • Assists in labor relations, including administering and interpreting collective bargaining agreements, providing compliance support, and preparing for contract negotiations.
  • Embraces and actively promotes an inclusive, equitable, and engaged workplace culture.
  • Monitor all reporting requirements for District, State, Federal, and external agencies.
  • Co-leads the regional HR Roundtable, sharing best practices in Human Resources.
  • Cultivate, facilitate, and support a positive culture and climate within the HR Department and across SISD, including employee engagement initiatives and recognition programs.
  • Attend Board Meetings to present HR updates and guidance on HR-related matters, as assigned.
  • Serve as the primary operational leader of the HR Department and act on behalf of the Executive Director in their absence.
  • Other duties as assigned by the Executive Director of Human Resources.

QUALIFICATIONS:

  • A Master’s degree with an emphasis in human resources, organizational development, or labor law preferred. Candidates with a Bachelor’s degree and significant experience in the field may be given consideration.
  • A minimum of five (5) years of successful experience in human resources, organizational development, and/or labor law in progressively more responsible and expansive positions preferred.
  • MSBO School Human Resources certification or ability to obtain within three (3) years.
  • Working knowledge and understanding in administering payroll, benefits, and human resources practices, including but not limited to administering employee benefit plans, understanding of payroll operations, FLSA, FMLA, worker’s compensation, employee relations, performance management, compensation structures, recruiting and selection of staff, and understanding of state and federal regulations and employment laws related to such or ability to learn.
  • Knowledgeable of systems thinking, problem-solving, and continuous improvement processes as well as the use of quality principles and tools.
  • Ability to interpret, implement and make decisions in accordance with board policies, collective bargaining agreements, and state and federal regulations.
  • Demonstrated strong analytical skills and conceptual thinking skills; ability to analyze data. Makes decisions based on data gathered, interpreted, and integrated from multiple sources.
  • Ability to lead others and foster a collaborative team environment. Previous experience is desirable.
  • Demonstrates the effective use of technology and integrates technology to deliver human resource services. Must be able to learn and become proficient in the district’s Finance/Payroll and HR Management software. Skyward software experience desired.
  • Demonstrated command of excellent written and verbal communication skills. Ability to communicate appropriately with a diverse population of both internal and external customers.
  • Strong organizational skills to manage resources, applications, and initiatives. Ability to plan, prioritize, and coordinate multiple complex projects in a fast-paced environment.
  • Skills in supervisory functions such as performance appraisal, team building, continuous improvement, conflict management, and problem solving.
  • Demonstrated knowledge of, and experience with, diverse staff populations.
  • Possess a high level of discretion, confidentiality, and integrity.
