Technical Writer (Hybrid) – Virginia Department of Elections (ELECT)
📍 Location: 1100 Bank St, Richmond, VA 23219 (Hybrid – Phone or In-Person)
💲 Rate: $20–$25 per hour (C2C)

The Virginia Department of Elections (ELECT) is seeking a highly skilled Technical Writer to produce clear, concise, user-friendly documentation for complex technical products. This role supports a cloud-based software development project currently underway.
🔍 Responsibilities
- Translate complex technical concepts into clear, accessible language for technical and non-technical audiences.
- Manage multiple documentation projects and consistently meet deadlines.
- Collaborate with developers, product managers, and SMEs to create user guides, API documentation, SOPs, release notes, and more for an Agile team.
- Maintain strong version control and review practices.
- Ensure all documentation meets agency standards, accessibility requirements, and formatting guidelines.
🎯 Required Qualifications (5 Years)
- Proven technical writing experience in government or technology environments.
- Expertise in MS Word, Google Docs, Confluence, or similar tools.
- Proficiency with Adobe Acrobat, SnagIT, or similar visual tools.
- Experience with Git or other version control systems (contributor or read-only).
- Familiarity with platforms like GitBook.
- Strong understanding of Scrum/Agile.
- Familiarity with REST APIs, JSON, and basic software architecture concepts.
- Ability to read and interpret code snippets.
- Excellent written and verbal communication; strong attention to detail.
- Experience developing manuals, user guides, SOPs, and other documentation.
- Ability to interview SMEs and simplify complex information.
✨ Highly Desired Skills
- Government documentation & accessibility compliance (Section 508).
- Diagramming tools: Lucidchart, Draw.io, etc.
- Basic programming knowledge or IT systems familiarity.
- UX writing experience.
- Markdown and HTML/CSS proficiency.
- Experience writing for software (SaaS, desktop, mobile).
