Sacred Heart Community Service (SHCS) in San José, CA is seeking a part-time Transit Assistance Program (TAP) Coordinator to help connect low-income community members to affordable transportation. As a member of the Essential Services team, the TAP Coordinator is a welcoming presence and often the first face community members encounter at SHCS.
The ideal candidate is self-directed, flexible, and brings strong communication, basic math, administrative, and customer service skills. They are comfortable working in a fast-paced, dynamic environment and are committed to serving individuals from diverse backgrounds with empathy and respect.

POSITION SUMMARY
The Transit Assistance Program (TAP) Coordinator coordinates SHCS's administration and evaluation of TAP, a countywide program provided in partnership with the Santa Clara Valley Transportation Authority (VTA) and the County of Santa Clara Social Services Agency that provides subsidized monthly bus passes to low-income households. The TAP Coordinator is a member of the Welcome Center program, participates in direct services and team activities as needed, and supports efforts to engage members in community organizing and policy advocacy.
This is a part-time, non-exempt position based in San José, CA, working Monday through Thursday, with Saturday work, typically one to two times per year for special events.
RESPONSIBILITIES AND DUTIES
TAP Program (80-90%)
- Administer monthly TAP passes, including reviewing applications, collecting payment, counting correct change, and filling out receipts.
- Coordinate with multiple SHCS programs to maintain an active list of eligible TAP participants.
- Create and maintain TAP documents, including policies, procedures, and participant materials such as applications and informational flyers.
- Complete monthly reconciliation of TAP passes.
- Enter data into internal agency and VTA network databases.
Member Engagement & Leadership Development (5-10%)
- Recruit, train, and supervise volunteers and interns, supporting the development of their organizational and community leadership.
- Identify and engage members by connecting them to organizing committees, conducting 1:1 conversations, and assessing opportunities for community engagement among volunteers and people receiving services.
- Foster member involvement and leadership development within the Essential Services department.
Agency Participation & Leadership (5-10%)
- Support and participate in team and agency-wide meetings, events, and outreach efforts.
- Attend staff meetings, retreats, and mandatory organization events, engaging in continuous learning, evaluation, and professional development.
- Perform other duties as assigned.
REQUIRED QUALIFICATIONS AND EXPERIENCE
- Strong commitment to our vision of a community united to ensure every child and adult is free from poverty.
- Proficiency in basic math and cash-handling, including the ability to accurately process payments, provide correct change, and reconcile cash receipts.
- At least 1 year of experience in social services, community-based work, retail sales, or a related field, or an equivalent combination of education and experience.
- Strong interpersonal, communication, and customer service skills, including the ability to deliver challenging messages with empathy and respect while serving individuals from diverse backgrounds experiencing high-stress situations.
- Bilingual/biliterate in Spanish, Vietnamese, or Chinese.
- Ability to thrive in a flexible, compassionate, supportive, fast-paced environment while maintaining a positive, solution-oriented approach.
- Ability to work collaboratively in a team environment and independently with limited supervision when necessary.
- Must complete and pass a background check.
PREFERRED QUALIFICATIONS AND EXPERIENCE
- Bachelor's degree in social work, public health, or a related field.
- 1-2 years of experience using Salesforce, HMIS, or the VTA database.
- 1-2 years of experience coordinating projects and developing policies and procedures.
REPORTING RELATIONSHIP
This position is part-time, non-exempt, and reports to the Welcome Center Manager.
COMPENSATION
This is a part-time non-exempt position that begins at $27.72/hour. This position is represented by the SEIU, Local 521 bargaining unit. Salary placement is per the union’s negotiated salary schedule beginning at Step 1 and including step increases based on tenure.
