Definition
Under general direction, plans, organizes, directs, coordinates, supervises, evaluates, and participates in the work of staff involved in technical and clerical financial record-keeping work in an operational accounting unit of the Court which may include accounts receivable, accounts payable, fee reporting, and/or cash disbursements; establishes and maintains accounts and records for specialized agency activities using established systems and procedures and for fiscal control activities; and performs related duties as assigned.
Distinguishing Characteristics
This is the first-line supervisory level in the technical Accounting series. Incumbents are responsible for a small group of accounting technicians, accountant (specialist) and/or account clerk subordinates in an operational setting. Incumbents have ongoing contact with departmental cost accounting and control sections and or agencies, program managers, program personnel, local governmental jurisdictions, Federal Government employees and contractors.Duties may include but are not limited to the following:
Experience: Two (2) years of experience in the classification of Accounting Technician in the Sacramento Superior Court service.
Experience: Three (3) years of experience in the classification of Account Clerk in the Sacramento Superior Court service.
Education: Completion of the equivalent of 18 semester units of accounting curriculum; 15 units of which shall be professional accounting courses given by a collegiate-grade institution, including courses in elementary and advanced accounting, auditing, and cost accounting; and three semester units of business law.
Experience: Four (4) years of responsible experience in the preparation and maintenance of accounting records which may include: processing billings/invoices on a computerized accounting system, preparation of reports analyzed by management or reconciling accounts, preparing and reconciling general ledgers, balance sheets, income statements, statements of cash flow and bank statements. Responsible for accounts payable and accounts receivable.
Knowledge of:
Principles and practices of employee supervision including staff training and development; principles and practices of financial record keeping; basic principles of accounting, including internal controls; governmental accounting principles and procedures; basic understanding of the various professional accounting standards such as generally accepted accounting principles (GAAP); English grammar, punctuation, spelling and usage; modern office practices, methods, and computer equipment, including relevant software programs; and principles and practices of excellent customer service.
Ability to:
Organize, implement and direct others in the performance of financial record keeping and general fiscal technical and clerical work; express ideas and give instructions effectively; interpret, apply and explain Court and department policies and procedures, rules and regulations; supervise, train and evaluate the work of staff; analyze situations and resolve problems; work independently; communicate effectively, tactfully and positively in both oral and written form; identify the need for and recommend changes to work operations; use initiative and sound, independent judgment with in established guidelines; operate and use modern office equipment and technology, including computers and applicable software; establish and maintain effective working relationships with those contacted in the course of work; work effectively with operational/program staff; and meet strict timelines.

- Plans, prioritizes, directs, organizes and assigns work of subordinate staff in posting procedures and processing of various accounting documents such as purchase orders, invoices, receipts, deposits, claims, and other standard accounts payable and receivable documents.
- Participates in the selection of staff; coordinates staff training; conducts performance evaluations; recommends and implements discipline.
- Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications to improve processes.
- Performs preliminary reconciliations and adjustments of financial records and reports; gathers data for a variety of financial reports requiring the application of basic accounting principles and judgment.
- Works with other program supervisors and/or managers responsible for cashiering functions.
- Oversees the receipt, identification, and deposit of all monies coming into the department.
- Works closely with the Accounting Manager on projects to ensure effective and timely progress.
- Prepares and/or reviews invoices for contracts, interagency agreements, and billings by the court.
- Works cooperatively with judicial officers, court and other public officials, representatives of other agencies and committees to solicit and/or provide information.
- Identifies unit and/or operational problems and makes recommendations.
- Develops and updates operational/unit procedures.
- Assists with the most complex technical and clerical accounting duties, provides direction, recommendations, and resolutions for the more complex issues of subordinate staff.
- Processes deposits and refunds, verifying and posting deposits and journal vouchers; reviews monthly reconciliations for accuracy.
- Answers questions and provides information to staff, other departments, and the public; researches questions and recommends correct action as necessary to resolve issues.
- Builds and maintains positive working relationships with co-workers, other Court employees, and the public using principles of good customer service.

Either I
