BASIC PURPOSE OF POSITION:
The Right of Way Technician will implement the Company's Damage Prevention Program by performing and coordinating work activities, including line patrolling, line locating, construction inspection, and excavation inspection of company-owned crude oil pipelines, appurtenances, compressor stations, and other related facilities. The role will provide support for all assets and facilities across three counties Santa Barbara, San Luis Obispo, and Kern County and may also assist with pipeline operations as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Patrol pipeline segments and associated gathering systems per DOT and company regulations.
- Detect and report abnormalities, landowner concerns, or 3rd-party activity along the ROW.
- Perform pipeline patrols, leak detection surveys, and population density inspections.
- Locate and mark underground facilities per the Companys Damage Prevention Program and One-Call (811) procedures.
- Provide oversight for excavation projects to ensure asset protection and compliance.
- Perform field inspections of third-party contractors and excavation activities near company facilities.
- Complete required documentation including inspection reports, contractor oversight forms, and compliance checklists.
- Enforce safety and environmental compliance standards with contractors and field personnel.
- Serve as the Company liaison with landowners, utility companies, local officials, and community organizations (e.g., USFS, Soil Conservation, One Call).
- Support governmental regulatory compliance activities (e.g., PHMSA, CPUC).
- Perform mapping, record keeping, and data entry per company policies.
- Maintain a strong safety mindset, identifying and resolving potential hazards.
- Participate in Company safety initiatives and trainings.
- The Right of Way Technician position is based at the Company's Santa Maria office location.
- Monday-through-Friday position, with occasional on-call responsibilities requiring night and weekend work.
POSITION SPECIFICATIONS:
- High school diploma or GED required; Associate degree in a technical discipline preferred.
- Experience with excavation, utility locating, and ROW maintenance highly desirable.
- Working knowledge of utility locating and excavation inspection procedures.
- Strong commitment to safety, environmental compliance, and operational excellence.
- Basic computer proficiency (Microsoft Office, mapping software, and Company systems).
- Ability to read and interpret blueprints, P&IDs, and other technical drawings.
- Strong written and verbal communication skills.
- Professional demeanor in interactions with landowners, officials, and stakeholders.
- Ability to work independently and as part of a team.
- Physically capable of working outdoors in various terrain and weather conditions.
PAY INFORMATION:Hourly Pay Range: $46 - $58
PHYSICAL REQUIREMENTS:
The position requires manual dexterity to handle documents and operate office equipment such as fax machines, copiers, printers, shredders, and computers. Also required is performing repetitive motions and extended periods of sitting, standing, and walking for varying lengths of time. The position requires interacting and communicating professionally with others via speaking, hearing and writing, learning new tasks, processes and concepts, thinking to solve problems, concentrating on required tasks, distinguishing color and depth perception and reading data, figures, electronic and hard copy documents.
The position requires frequent stooping, bending, squatting, crawling, crouching, pushing, reaching, pulling, lifting, grasping, fingering, reaching over the shoulders and below the waist, carrying of up to 75 lbs. while walking, lifting up to 95 lbs. to waist level and lifting up to 65 lbs. over shoulder level, the continuous use of both hands, arms, and feet and the manual dexterity to operate heavy and light tools, equipment, and materials.
The position requires walking or traversing over and across uneven terrain, accessing areas outdoors and on or around equipment, over or around obstacles or structures such as pipes, low rails, and walls, stooping or bending to reach certain locations, climbing stairs or ladders, and exposure to outside weather conditions.
The position requires wearing personal protection equipment such as gloves, gas mask, suits, etc. with an average weight of 10-25 pounds.
