Position Summary
We are seeking a seasoned Area Property Manager to lead operations across multiple properties in Vail, Colorado. This is a hands-on leadership role for a property management professional who understands the demands of a mixed portfolio, including both market-rate and Low-Income Housing Tax Credit (LIHTC) communities, and can operate with a high degree of autonomy.
The right candidate brings a compliance-first mindset to affordable housing, a strong financial foundation, and the people skills to lead site teams. Vail is not a typical multifamily market, and this role requires someone who can adapt operational strategy to a resort economy while keeping properties performing to owner and regulatory expectations.
Core ResponsibilitiesPortfolio Operations
- Oversee day-to-day operations across multiple communities, maintaining consistent standards for occupancy, resident satisfaction, property condition, and regulatory compliance
- Conduct regular site visits and inspections; document findings and hold site teams accountable to corrective timelines
- Serve as the primary point of contact between ownership/asset management and on-site staff
- Identify operational inefficiencies and implement process improvements across the portfolio
Financial Management
- Manage operating budgets for each property; track actuals vs. budget monthly and explain material variances
- Review, approve and process invoices within established authority thresholds
- Analyze financial reports (P&L, rent roll, delinquency, collections) and present findings and recommendations to leadership
- Drive NOI performance through revenue optimization, cost control, and disciplined expense management
- Participate in annual budget preparation and capital planning
LIHTC & Affordable Housing Compliance
This portfolio includes LIHTC communities regulated under IRS Section 42. Compliance is non-negotiable and is considered a core function of this role, not a secondary responsibility.
- Ensure all income certifications, annual recertifications, and move-in files are complete, accurate, and audit-ready always
- Coordinate with the state housing finance agency (CHFA) and any investor partners on inspections, file audits, and compliance reporting
- Stay current on IRS Section 42 requirements, HOTMA implementation, and any Colorado-specific regulatory updates affecting the portfolio
- Ensure site staff are trained on LIHTC compliance requirements and that certification files are completed correctly the first time
- Manage relationships with compliance consultants or third-party auditors as needed
Leasing & Occupancy
- Maintain strong occupancy across all communities; monitor market conditions and adjust pricing and concession strategy with asset management approval
- Oversee the leasing process including application review, screening, waitlist management (for income-restricted properties), and move-in coordination
- Ensure marketing is accurate, compliant with fair housing requirements, and aligned with the resident profile of each community
- For LIHTC properties: ensure waitlist management and applicant screening adhere to program rules and fair housing requirements
Maintenance & Property Condition
- Oversee maintenance operations to ensure work orders are completed on time and to quality standards
- Coordinate make-ready process to minimize vacancy days and keep units rent-ready
- Manage vendor relationships and service contracts
- Coordinate capital improvement projects in collaboration with asset management; track contractor performance and lien waiver compliance
- Ensure all life safety systems (fire, CO, elevator) are inspected and certified on schedule
Regulatory & Legal Compliance
- Ensure all properties comply with applicable local, state, and federal housing regulations
- Manage the notice and eviction process in compliance with Colorado law; coordinate with legal counsel on contested matters
- Maintain current knowledge of Colorado landlord-tenant law, the Colorado Warranty of Habitability Act, HFWA, FAMLI, and fair housing requirements
- Ensure all required permits, registrations, and municipal licenses are current
Required Qualifications
- 5 years of property management experience, with at least 2 years in a multi-site or area management role
- Hands-on LIHTC experience required: must have directly managed income certification files, recertifications, and regulatory inspections under Section 42
- Demonstrated ability to manage both market-rate and income-restricted communities simultaneously
- Strong working knowledge of property financials, including budget preparation, variance analysis, and NOI management
- Experience with Yardi Voyager or comparable property management software
- Solid understanding of Colorado landlord-tenant law and fair housing regulations
- Proven track record of leading and developing on-site teams in a multi-property environment
- Ability to work independently, make sound decisions under pressure, and operate with minimal day-to-day oversight
Preferred Qualifications
- CPM, ARM, HCCP, or C3P designation (LIHTC-specific credentials strongly preferred)
- Experience managing properties in resort or seasonal labor markets
- Familiarity with CHFA compliance requirements and audit processes
- Background in third-party management with owner reporting responsibilities
- Experience with HOTMA regulatory changes and implementation
