Financial Specialist - Child Care Assistance Services (CCAS)
Location: Wichita Falls, TX
Employer: Rolling Plains Management Corporation (RPMC)
Status: Full-Time (8am-5pm, Monday–Friday)
Position Summary:
Rolling Plains Management is seeking a Financial Specialist for our Child Care Assistance Program in Wichita Falls, Texas. This is an hourly position reporting to the Program Director. Regular work hours are 8 am to 5 pm, however extended hours may be required. Must be able to adapt to flexible work schedules as established by management. Child Care Services assists low-income families pay for childcare, provides information about choosing quality child care, and assists families to locate other community resources. The program also works to improve the quality of childcare in the region by providing training and training resources to early childhood programs.
The Financial Specialist performs a variety of bookkeeping, data entry, and financial related duties related to CCAS billing, fraud prevention and corrective action, and also the monitoring of the Child Care Automated Attendance system that supports the CCAS program and staff.

ESSENTIAL JOB FUNCTIONS
- Processes weekly supplemental billings forms submitted by child care providers
- Responsible for generating weekly imports and printing out the payment proofs available through TX3C and emailing them to the providers
- Responsible for processing supplemental billings received from child care providers
- Assists child care providers with any billing issues
- Prepares and processes child care billings including uploads, downloads and reports related to the billings.
- Tracks Kinder Connect absence reports and provide notices to Client Services staff.
- Investigating and detecting fraudulent activity in financial transactions
- Analyze financial transactions and data to identify and investigate potentially fraudulent activity.
- Develop and implement fraud prevention strategies and procedures to minimize fraudulent activity.
- Pursue legal action against individuals or organizations responsible for fraudulent activity.
- Communicate effectively with team members, board members, and other stakeholders to report findings and work towards solutions.
- Process TWC collections and warrant holds.
- Ensures work product quality and quantity control by reviewing documents, reports, forms, records, or other materials for content, completeness, or accuracy.
- Assures accurate and appropriate records/documents are developed and maintained.
- Assure confidentiality of all children, families and co-workers.
- Must be aware of the legal and professional responsibilities with regard to reporting suspected child abuse and neglect by parents, staff members, and others, in accordance with the provisions of Federal, State, or local law.

Qualifications:- Must have a high school diploma or equivalency.
- Must have a minimum of twelve months full-time work experience in bookkeeping, accounting or automated billing procedures; or a minimum of 3 months of experience processing billing for Workforce Solutions Child Care or similar agency.
- Experience in fraud detection and prevention.
- Strong analytical and problem-solving skills.
- Knowledge of office financial procedures and compliance requirements.
- Excellent communication and organizational skill required
- Ability to balance a variety of duties, prioritized and meet deadlines required.
- Demonstrated ability of personal computer operations within a Windows software environment required.
- Must be flexible and able to adapt to change.
- Must be willing to take and pass a drug/alcohol test and comply with the “Drug Free”: Agency Policy
- Must be able to pass regular criminal history checks.
- Must possess ability to provide reliable self-transportation capable of regional travel. Must possess and maintain valid Texas motor vehicle operator’s permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks may be conducted by the agency.
PHYSICAL DEMANDS
- Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting or standing for extended periods of time, drive or ride in bus or van, and operating assigned office equipment, and perform other duties as assigned.

- The physical requirements in an office environment may require lifting boxes of supplies, equipment and occasional adjustments of office furniture.
