Position Summary |
The Risk Management Administrative, Safety, and Compliance Coordinator plays a pivotal role in advancing the college’s risk management, safety, and compliance efforts. Working in close collaboration with the Director of Risk Management, this position leads and coordinates key initiatives that strengthen institutional preparedness, compliance, and resilience. These responsibilities include emergency management and continuity of operations planning, ensuring adherence to occupational safety and environmental health regulations, and managing the end-to-end process for student travel review and documentation. The coordinator also plays a vital role in the college’s comprehensive insurance programs, including property, liability, auto, athletics, and volunteer coverage—and maintains critical records related to college assets, such as security camera systems, access control infrastructure, safety equipment, and institutional vehicles. By driving compliance and operational readiness across multiple domains, this position serves as a key partner in safeguarding the college’s people, property, and mission. |
Primary Responsibilities |
1. | Emergency Management - Develop, update, and distribute the Emergency Operations Plan (EOP) in collaboration with the Director of Risk Management.
- Coordinate and conduct emergency drills, tabletop exercises, and training for faculty, staff, and students.
- Manage and activate emergency notification systems as directed; issue timely warnings when needed.
- Serve as Safety Officer on the college Incident Management Team.
- Ensure emergency procedure posters and evacuation maps are compliant, posted, and visible in all facilities.

2. | Continuity of Operations - Lead the development and maintenance of the college-wide Continuity of Operations Plan (COOP).
- Facilitate departmental identification of essential functions and backup procedures.
- Coordinate continuity drills and training to promote readiness.
- Support recovery and after-action review processes following disruptions.

3. | Occupational Safety - Manage OSHA compliance documentation, medical records, and training records.
- Oversee chemical inventory management and ensure adherence to Oregon OSHA regulations.
- Develop, maintain, and update safety programs in compliance with OSHA standards.
- Coordinate ordering, stocking, and distribution of PPE district wide.

4. | Environmental Health - Manage hazardous, universal, electronic, and medical/infectious waste tracking and reporting to meet DEQ and Oregon Health Authority requirements.
- Conduct regular inspections to ensure safe handling, storage, and disposal of regulated materials.

5. | Insurance Program Support - Maintain inventories of insurable assets to ensure accurate and complete coverage.
- Serve as backup for insurance-related tasks, including policy administration, claims processing, and departmental insurance requests.

6. | Student Travel and Liability Waivers - Review and approve student travel documentation for completeness and compliance with institutional policies.
- Track and maintain signed liability waivers for all travel participants.
- Provide guidance to faculty, advisors, and student leaders on required forms, risk management requirements, and deadlines.

7. | Asset Management - Track and maintain records of safety and emergency management assets, including access control systems, security cameras, lockdown mechanisms, vehicles, and other critical response equipment.
- Manage DMV documentation and compliance for college-owned vehicles.

8. | Compliance Reporting - Lead preparation and submission of the Annual Security Report (Clery Act).
- Oversee the preparation of the Annual Risk Management Report.
- Prepare and submit annual measles reporting and Community Right to Know reports in compliance with applicable regulations.

9. | Other Duties as Assigned - May participate in college committees as assigned.

1. | Minimum Qualifications - Education – a Bachelor’s degree in Public Administration, Business, Risk Management, Occupational Safety, Emergency Management, or a related field is required.
- Experience – a minimum of four years of progressively responsible experience in risk management, compliance, or related administrative coordination.
Only degrees received from an accredited institution will be accepted: accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.

2. | Preferred Qualifications - Certified Safety Professional (CSP) or Certified Risk Manager (CRM).
- Formal OSHA or FEMA emergency management training.

3. | Essential Knowledge, Skills, & Abilities (Core Competencies) - Knowledge – To succeed in this role, the coordinator should have an intermediate to advanced understanding of risk management principles, including how to identify, assess, and mitigate institutional risks, as well as interpret insurance policies and manage claims. A thorough knowledge of occupational safety and environmental health regulations—such as OSHA standards, chemical safety, and hazardous waste protocols. Advanced familiarity with emergency management concepts, including preparedness, response, and continuity of operations planning (COOP), will support the role's responsibilities in campus safety and crisis coordination. Strong administrative and documentation skills are necessary for tracking compliance, maintaining records, and managing forms and reports using tools like Microsoft Excel and database systems. Additionally, the coordinator should understand the risk factors and compliance requirements associated with student travel, including liability waivers, insurance verification, and emergency preparedness for both domestic and international trips.
- Skills – The ideal candidate will possess strong analytical and problem-solving abilities. Experience leveraging Artificial Intelligence tools to assess risks and enhance compliance effectiveness is beneficial. Exceptional organizational skills and attention to detail are crucial for managing records, tracking documentation, and coordinating projects across departments. Experience with project management ensures the ability to plan, execute, and oversee risk and compliance initiatives efficiently. Strong management skills are essential to support the adoption of new policies, procedures, and technologies. Clear written and verbal communication skills enable the coordinator to produce reports, explain policies, and collaborate effectively with faculty, staff, and external partners. Proficiency in Microsoft Office and familiarity with compliance or asset tracking systems support efficient data management. Additionally, strong interpersonal skills foster teamwork and facilitate smooth interactions, while effective time management allows for balancing multiple priorities and responding swiftly in urgent situations.
- Abilities – This role requires the ability to independently manage complex compliance and risk management tasks while collaborating effectively with diverse stakeholders. The coordinator must be able to analyze regulatory requirements and institutional policies to ensure thorough adherence and mitigate potential risks. The ability to coordinate and facilitate training sessions, audits, and emergency preparedness exercises is essential. Additionally, strong problem-solving abilities enable the individual to address compliance gaps and respond proactively to incidents. Adaptability and sound judgment are important for managing evolving priorities, especially during emergency situations or time-sensitive insurance and travel documentation processes. 4. | Other Requirements - For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

6. | Physical Demands The physical demands listed below represent those that must be met by an incumbent to successfully perform the essential functions of this job. The position requires some mobility, including the ability to move materials up to 5 pounds daily, 5-25 pounds regularly, and up to 60 pounds occasionally. This position requires both verbal and written communication abilities.

7. | Working Conditions The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. This is a Full-time Classified, 40 hour per week (100%) position in the Risk Management department. Starting compensation is entry level for Group 8 on the 2025-26 Classified Wage Schedule.

Public Service Loan Forgiveness
Rogue Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
