The Clinical Operations Manager, MHAR is responsible for the oversight of the Mental Health Addiction Recovery (MHAR) services provided at Rogers Behavioral Health (RBH) according to established standards of care, the organizations philosophy, and mission. They have the authority to act on behalf of the Executive Director/Director of Addiction Services to provide crisis management, make timely decisions that directly impact patient care, ensure timely and effective communication and collaboration among residential programs.

Job Duties & Responsibilities

Direct service delivery and clinical supervision responsibilities include:

  • Providing consultation and case evaluation as requested.
  • Supervising and developing clinical staff, providing training and support to ensure consistent, high-quality service delivery.
  • Developing and maintaining clinical protocols.
  • Establish and monitor clinical leadership standard practice using metrics, quality standards and performance-based outcomes.
  • Ensure continuity and adherence of policies and procedures.
  • Provide direct cognitive behavioral and other therapeutic services to patient according to clinical standards of care.
  • Assess and maintain quality documented interventions, including patient care plan according to organizational standards and standard work.
  • Conduct periodic medical record audits to assure compliance with clinical and regulatory requirements.
  • May participate in clinical treatment by conducting assessments, developing treatment and discharge plans, and completing ASAM evaluations.
  • Foster a culture of outcome-based assessment and utilization of proven outcomes to drive care.
  • Monitor and communicate program outcomes to ensure effective clinical programming.

Demonstrate judgment and self-sufficiency in effective problem solving.

  • Intervene in situations involving patients, visitors, hospital staff, and other external customers.
  • Work with social services to investigate patient/visitor concerns and implement appropriate courses of action.
  • Determine necessary space, equipment, supplies, and support systems to ensure effective functioning of residential MHAR programs.
  • Oversee patient care flow while redirecting and allocating resources.
  • Facilitate interdepartmental communication, and decision-making.
  • Gather and analyze relevant information to identify and address potential or existing safety concerns and risk management issues.
  • Communicate and document pertinent information (verbal and/or electronic) in a timely manner to hospital administration and program leadership.
  • Collaborate with other program managers to ensure appropriate transfers to other levels of care.

Manage Daily Operations, Including

  • Staffing
  • Budgeting and financial performance
  • Collaborate with HR and Director on employee relations.
  • Conduct performance reviews.

Promote department and organizational goals as well as the mission of the hospital.

  • Communicate goals to fellow staff members.
  • Demonstrate measurable goal achievement.
  • Maintain department policies and procedures.
  • Ensure strategic goals are being met.
  • Be fiscally responsible and adhere to budget.

Demonstrate understanding of Joint Commission and other regulatory agency compliance regulations.

  • Involve self in the learning and application of standards relevant to the Rogers Improvement System department.
  • Participate in in-services, seminars, and other meetings to increase involvement and awareness of regulations.
  • Involve self in the education of other disciplines regarding the department’s regulations.

Actively engage in hospital committees and performance improvement initiatives.

  • Demonstrate professionalism, effective communication and a solution-oriented approach.
  • Participate in and contribute to the program by understanding process, applying it to departmental activities and involving self in system-wide improvement efforts.

Multidisciplinary team meetings

  • Engage within a multidisciplinary team; have knowledge and experience constructing and maintaining multidisciplinary teams.
  • Utilize and encourage utilization of patient outcome measures to drive recommendations for care.

Conduct self in a professional manner.

  • Demonstrate organizational skills that promote timely response to all inquiries and to task completion.
  • Communicate with all individuals in a positive and professional manner.
  • Attempt to resolve individual issues with peers in a positive, calm manner, with a focus on solution.
  • Communicate concerns and provide solutions for same.
  • Attend outside seminars and/or educational classes to promote professional growth.
  • Demonstrate a positive and professional attitude toward parties outside the hospital (provider relations representatives, managed care contractors, visitors, vendors, etc.)
  • Comply with the hospital’s policies and procedures, including Human Resources, Infection Control, and Employee Health policies and programs.
  • Project a professional image by wearing appropriate, professional attire.

Additional Job Description

Education/Training Requirements:

  • Master’s degree in social services or a related field (ex. Registered dietitian or nurse), with an active clinical license issued by the appropriate state licensing board (e.g., Wisconsin Department of Safety and Professional Services).
  • Additional SUD credentials or eligibility to receive SUD credentials is required.
  • Ability to supervise direct care staff towards licensure is preferred.
  • Minimum of four (4) years of clinical experience providing direct care using evidence-based treatment approaches; at least two (2) years experience in a psychiatric facility is preferred.
  • Minimum of two (2) years of supervisory experience is strongly preferred.
  • An understanding and a thorough knowledge of the following: social service administration, supervision, consultation, the community and its resources, the dynamics of human growth and behavior, therapy skills and techniques for all age groups.
  • American Heart Association (AHA) CPR certification required within thirty (30) days of hire, with bi-annual re-certification.
  • Training in Nonviolent Crisis Intervention (NCI) required within sixty (60) days of hire or transfer, with annual re-certification.
