Performs various semi-skilled and skilled tasks including installation, inspection, replacement, repair, and maintenance work in distribution and collection division of the public utilities department. An employee in this class works alone or as a member of a crew led by a supervisor or crew leader. This employee performs a variety of semi-skilled and skilled tasks associated with the county’s water distribution and wastewater collection systems. Work involves the operation of various hand tools and equipment in the installation, replacement, repair of collection and distribution pipes to specific grade and depth, and back filling and compacting the site. Work is performed under general supervision and is evaluated through observation, compliance with instructions, regulations, and laws, and adherence to safety practices. Work requires on-call and emergency response after hours as needed to maintain the proper operation of the distribution and collection systems.

Installs and repairs County water mains, sewer lines, manholes, catch basins and related facilities. Cleans sewer lift station wet wells of grease and debris as needed; inspects and troubleshoots water and wastewater pumping stations in confined spaces including motors, pumps valves and other hydraulic and electric equipment. Installs, repairs and replaces fire hydrants, valves, meters and meter vaults and boxes, exercises valves according to prescribed schedules. Disassembles, cleans, overhauls and rebuilds motors, valves, pumps, filters and other pumping station equipment; cuts, shapes, drills and weld flat or metal pipe stock to fabricate parts in accordance with written or verbal instructions. Performs oxy-acetylene metal burning and cutting, mechanical maintenance tasks and related activities to assist field crews.

Operates construction equipment such as dump trucks, backhoes, and other tools including pipe saw, chain saw, jack hammer, and various hand tools.

Reads utility meters; records readings; obtains special readings as required. Locates and marks existing underground utility lines and appurtenances. Collects water samples from designated points; adds or adjusts chemicals as necessary; maintains appropriate logs and records.

Receives and responds to customer service calls and complaints. Processes and completes logs, records and reports as required.

Attend various certification and safety training classes as needed.

· Some knowledge of the safe use and operation and preventive maintenance of common automotive and mechanical equipment.

· Ability to establish and maintain effective working relationships with associates and the general public.

· General knowledge of safe use, operation, and preventive maintenance of assigned equipment.

Physical Activities of This Position 

Climbing - Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like using feet and legs and/or hands and arms. Body agility is emphasized. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion

 Crouching - Bending the body downward and forward by bending legs and spine

Crawling - Moving about on hands and knees or hands and feet

 Reaching - Extending hand(s) and arm(s) in any direction

 Standing - Remaining upright on the feet, particularly for sustained periods of time

 Walking - Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another

 Pushing - Using upper extremities to press against something with steady force to thrust forward, downward, or outward

 Pulling - Using upper extremities to exert force to draw, drag, haul or tug objects in a sustained motion

Lifting - Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires the substantial use of the upper extremities and back muscles

 Fingering - Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling

 Grasping - Applying pressure to an object with the fingers and palm

 Feeling - Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips

. Talking - Expressing or exchanging ideas by means of the spoken word; those activities where detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly

. Hearing - Perceiving the nature of sounds at normal speaking levels with or without correction, and having the ability to receive detailed information through oral communications, and making fine discriminations in sound

. Repetitive Motions- Making substantial movements (motions) of the wrists, hands and/or fingers

Visual acuity requirements including color, depth perception and field of vision
Employee is required to have visual acuity to perform an activity such as: operating machines such as lathes, drill presses, power saws and mills where the seeing job is at or within arm’s reach; performing mechanical or skilled trade tasks or a non-repetitive nature such as ones by carpenters, technicians, service people, plumbers, painters, mechanics, etc.

Physical Requirements of This Position
Very Heavy Work- Exerting more than 100 pounds of force occasionally, and/or more than 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects


Minimum Education and Experience: High school diploma or GED and moderate experience in water and wastewater system repair and maintenance, or equivalent combination of education and experience

License or Certification Requirements:

Obtain water distribution and sewer collection certifications within two years.

Valid driver's license in the State of North Carolina.
