General Definition of Work
The Human Resources Associate, under general supervision, performs responsible administrative and technical work supporting the daily operations of the Human Resources Department. The employee will ensure compliance with laws and maintain accurate HR/Benefits records. This position is responsible for serving as a liaison between Human Resources and Payroll.

The normal place of work is on the premises used by Rock Hill Schools. Rock Hill Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
- Conducts or acquires background checks and employee eligibility verifications.
- Direct Deposit data and W4 changes.
- Employment Verifications.
- Manages and maintains compliance with federal, state, and local employment laws and regulations, including I9 and E-Verify.
- Conducts audits of policies and practices to maintain compliance.
- Manage retirement changes related to 403(b).
- Oversee and manage processes to ensure accurate management of personnel records and reporting through multiple platforms.
- Coordinate daily human resources functions and support district-wide HR initiatives.
- Interpret and apply board policies, administrative procedures, state regulations, and federal employment laws.
- Maintain confidential employee records and ensure compliance with applicable retention requirements.
- Prepare reports, personnel recommendations, contracts, and HR documentation.
- Support HR operational efficiency and process improvement efforts.
- Assist with audits, compliance reviews, and reporting requirements related to personnel and payroll records.
- Participate in professional development workshops and leadership training.
- Create an inclusive environment with positive communication/public relations.
- Analyzes personnel data and develops recommendations for leadership decision-making.
- Independently resolves routine HR issues and escalates complex matters as appropriate.
- Coordinates compliance strategy and implementation across departments.
- Evaluates HR operational risks and recommends mitigation measures.

Special Requirements
- Must have and maintain a valid Driver’s License or ability to provide own transportation.
- Travel to school district buildings and professional meetings.
- Prior to beginning employment, negative TB test results must be provided.
Education & Experience
- Bachelor's degree in Human Resources, Business Administration, or related field preferred.
- At least one year of human resource management experience preferred.
- SHRM-CP a plus preferred.

Pre-Onboarding and Employment Requirements
As a condition of employment and prior to onboarding, the district will conduct a criminal history background check. The recommended candidate will be required to provide personal information necessary to complete the background check such as date of birth, gender, and race to remain in compliance with applicable laws and regulations. As part of the pre-employment process, candidates will be required to submit TB test results and complete designated employment tasks.
