HR Consultant (Performance Management Revamp)

Client is seeking an experienced HR Consultant to partner with the HR & Enterprise Services team on a 6-month engagement (October 2024 – March 2025).

This role will serve as a catalyst for change, leading a full redesign of the City’s performance review and management process. The ideal consultant will bring:

• Extensive public sector HR experience, including knowledge of laws, regulations, and compliance requirements
• Proven expertise in performance management system design and implementation
• Strong change-management and stakeholder engagement skills
• A history of streamlining processes and delivering measurable results

Location: Cerritos, CA

Duration: 6 months (October 2024 – March 2025)

Required Qualifications

• Deep public sector experience: familiarity with laws, regulations, collective bargaining, public agency HR rules
• Demonstrated track record of designing and managing performance review / performance management systems for mid- to large-sized organizations, preferably municipalities or comparable public entities
• Strong change-management skills; ability to lead process reengineering and stakeholder alignment
• Excellent written and verbal communication; ability to prepare clear tools, training materials
• Analytical mindset: ability to assess data / performance metrics and design measurable improvements
• Ability to work independently and deliver results under a defined timeline
