The Residential Program Manager is responsible for the daily operational management of residential treatment homes serving individuals with co-occurring substance use and mental health disorders. This position ensures high-quality, person-centered care and recovery-focused services in compliance with DBHDD, CARF, and DCH standards.
The manager supervises residential staff, coordinates treatment services, oversees compliance and documentation, manages food and facility operations, and ensures efficient budgeting and Medicaid billing practices. This role is critical to maintaining a safe, therapeutic, and supportive environment where residents can work toward stability and independence.

60 Highway 22 West, Milledgeville, GA – Monday-Friday 8:30am-5:00pm.

Program Oversight & Facility Management
- Manage day-to-day operations of residential homes, including 3.3/3.5 level treatment and transitional housing.
- Ensure facility cleanliness, safety, and structured environments in accordance with DBHDD and DCH regulations.
- Conduct regular walk-throughs, safety drills, and inspections to identify maintenance needs and ensure prompt resolution.
- Hire, train, schedule, and supervise residential staff, including Residential Technicians and Program Aides.
- Provide consistent performance feedback, coaching, and conduct regular staff meetings and trainings.
- Ensure adequate staffing levels and effective communication across all shifts, including 24/7 coverage.
- Plan, review, and implement menus that meet nutritional standards, medical/dietary needs, and cultural preferences.
- Purchase food and kitchen supplies while adhering to food safety and health-code regulations.
- Ensure proper food storage, sanitation, and inventory control.
- Maintain accurate and timely documentation in the Electronic Health Record (EHR), including progress notes, incident reports, and service tracking.
- Conduct regular audits to ensure compliance with Medicaid, CARF, DBHDD, and other funding or accrediting bodies.
- Monitor medication management protocols in collaboration with nursing staff or designated medication aides.
- Assist with the development and management of program budgets, including payroll, supplies, and food service. Review and reconcile expenditures in collaboration with the finance department.
- Monitor and support Medicaid-eligible billing through accurate service documentation and supervision of billable activity.
- Identify and address billing issues or compliance risks promptly.
- Act as a liaison between residents, families, providers, and agency leadership.
- Represent the residential program in internal and external meetings or community-based initiatives.
- Support quality improvement projects and agency-wide goals related to client care, housing stability, and integrated treatment and coordinate referrals from hospitals and DBHDD.
Required:
- Bachelor’s degree in social work, Psychology, Human Services, Public Health, or a related field.
- Minimum of 3 years of experience in residential behavioral health or substance use treatment.
- At least 1 year of supervisory experience in human services, preferably in residential or community-based settings.
- Experience in menu planning, food purchasing, basic nutrition, and ServSafe or food handler certification.
- Knowledge of Medicaid billing practices and DBHDD service documentation standards.
- Master’s degree and/or clinical licensure (e.g., LMSW, LCSW, LAPC, LPC).
- Proficiency with EHR systems and billing software.
- Familiarity with ASAM criteria, person-centered planning, and trauma-informed care.
