Rios Partners is seeking Federal Health Consultants with demonstrated experience supporting the Centers for Medicare & Medicaid Services (CMS), including a strong understanding of CMS’s mission, data, programs, and operational processes.
Job Description
Federal Health Consultants develop solutions for CMS in organizational design, strategy, supply chain & network operations, and process efficiency and effectiveness. We currently operate in a hybrid environment, with work taking place at client site (Washington D.C. metro area), at the Rios Partners office in Arlington, VA , or virtually from home. Final schedules will be determined on a client and project basis.
Federal Health Consultants must be able to:
1. Demonstrate familiarity with CMS’s organizational structure, data systems (e.g., Chronic Conditions Data Warehouse, Medicaid/Medicare claims), and/or program operations.
2. Apply knowledge of CMS regulations, policies, and data privacy requirements to client engagements.
3. Build relationships with Rios Partners employees and clients. This job requires extensive team interaction with both co-workers and clients. Being polite, inclusive, and respectful is crucial.
4. Frame problems in a manner that identifies the root cause. We are looking for individuals who can dig beyond initial symptoms and pinpoint core challenges before developing solutions.
5. Analyze data quickly and efficiently. Rios Partners is a data-driven organization; we support our hypotheses with accurate analysis. The ability to quickly identify required data, gather it, and analyze it in an efficient manner is critical to success.
6. Lead and mentor team members. Helping our core group of employees is crucial to the company’s growth.
7. Brief materials to stakeholders and senior clients. This role in the company is often entrusted to interact one-on-one with leadership and management from client firms.
8. Communicate in a professional and persuasive manner. We expect all members of the team to be able to understand their work and present clearly and coherently it to outside parties.
9. Deliver results. In short, we get stuff done and we’re looking for team members that do not give up when they encounter challenges and know how to effectively transition from analysis to implementation. Rios is looking for tenacity.
Required education, skills, and experience
• Minimum 3 years of direct experience supporting CMS programs, contracts or initiatives
• Proven ability to navigate CMS’s data management processes
• Strong quantitative and qualitative data analysis skills
• Proficiency with Excel and Power Point
• Bachelor’s degree AND minimum 5 years of relevant experience
• Master’s/PhD AND minimum 3 years of relevant experience
Preferred Education, Skills, and Experience
• Service to community, nation, and world
• Experiences supporting Human Centered Design, Supply Chain, Innovation, Org Design, Policy, or Healthcare
• Power BI, Tableau, Python capabilities
• Experience managing teams of 2-4 direct reports
• Experience managing senior client relationships
• Experience supporting CMS, HHS, and/or other federal health agencies.
• Familiarity with CMS data sources, quality measurement programs, and federal health IT systems.

• Security Requirements: Ability to obtain and maintain a public trust clearance (i.e. must be US Citizen or Permanent Resident who has resided in US for past three years consecutively)
• Must be willing to live in DC Metro area for duration of employment with Rios Partners

• Candidates with prior CMS clearance or experience working with CMS contractors are strongly preferred.
