Our primary consideration when evaluating candidates is alignment with our Mission and Values.
Job Description
Rios Partners is hiring a Federal Health Consultant for our Centers for Medicare & Medicaid Services (CMS) work. The consultant will lead the define-and-design phase of operational dashboards and reports. That means working with CMS leadership to find the business questions that matter, choosing the right operational metrics, and turning data into insights and targets that leaders can act on. The role needs strategic thinking, creative data visualization and hands-on analysis in equal measure. We currently work in a hybrid environment: at the client site (Washington, D.C. metro area), at the Rios Partners office in Arlington, VA (Rosslyn metro stop), or virtually. Final schedules are set by client and project.
Federal Health Consultants must be able to:
- Define the questions that matter. Work with client leadership to surface key business questions and pick the operational metrics that answer them.
- Act as a product owner for dashboard and reporting solutions. Gather stakeholder needs, turn them into clear requirements, user stories and acceptance criteria, and prioritize work with development teams.
- Design dashboards and reports. Create intuitive, visually compelling designs and prototypes that make complex data easy to understand.
- Analyze data quickly and accurately. Review data samples, do quick analysis, clean data, and document calculations and business logic so developers can build from them.
- Translate data into insight. Interpret results and turn findings into clear insights, recommendations and performance targets.
- Guide client stakeholders through a standardized process. Lead junior client stakeholders through a repeatable define-and-design approach while building trust at all levels.
- Manage the work. Document decisions and deliverables, manage timelines, and coordinate communications across Rios and client teams.
- Brief senior stakeholders. Present findings and recommendations clearly and persuasively to client leadership.
- Build relationships. Work closely with coworkers and clients. Being polite, inclusive and respectful is crucial.
- Deliver results. Stay tenacious through ambiguity and move effectively from analysis to implementation.
Required Education, Skills, and Experience
- Bachelor's degree AND minimum 5 years of relevant experience, OR Master's/PhD AND minimum 3 years of relevant experience
- Experience supporting CMS, HHS or other federal health agency programs, contracts or initiatives
- Experience in a product owner or requirements-development role, turning business needs into requirements, user stories and acceptance criteria
- Strong quantitative and qualitative data analysis skills, including data cleaning and documenting calculation logic
- Experience designing dashboards, reports or data visualizations
- Project management experience, including timelines, documentation and stakeholder communications
- Proficiency with Excel and PowerPoint
Preferred Education, Skills, and Experience
- Current or recent experience supporting CMS operational contracts
- Prior consulting experience
- Proficiency with Figma
- Familiarity with SQL, enough to read or draft business logic for developers (expert-level skills not required)
- Familiarity with Jira or similar agile tools
- Familiarity with Power BI, Tableau or similar BI tools
- Familiarity with CMS data sources, data management processes, quality measurement programs and federal health IT systems
- Experience managing senior and junior client relationships
- Experience supporting Human-Centered Design, Innovation, Org Design, Policy or Healthcare
Additional Information
- U.S. work authorization required
- Ability to obtain and maintain a Public Trust clearance (must be a U.S. Citizen or Permanent Resident who has lived in the U.S. for the past three consecutive years)
- Must be willing to live in the DC Metro area for the duration of employment
- Willing to accommodate a hybrid work environment
