Refinery Construction Manager III

The Construction Manager is responsible for leading refinery capital, maintenance, reliability, and improvement projects from initial planning through final completion. This hybrid position integrates project development and construction management, overseeing dynamic project portfolios valued up to $10 million. The role serves as a strategic driver to ensure projects align with organizational standards, operating objectives, and safety compliance.

Core Responsibilities

• Execute projects through all phases of the lifecycle, including Front-End Loading (FEL), design, procurement, construction, commissioning, startup, and closeout.
• Liaise as the primary coordinator between Engineering, Construction, Operations, Maintenance, Turnaround teams, contractors, vendors, and procurement groups.
• Direct project operations to ensure safe completion while meeting quality, scope, schedule, budget, operability, reliability, and regulatory compliance requirements.
• Formulate and direct project plans, execution strategies, budgets, schedules, risk mitigation, and key performance metrics.
• Direct engineering teams and third-party contractors while resolving complex technical issues, design changes, field modifications, and nonconformances.
• Monitor project progress, expenditures, forecasting, and change management processes to ensure project alignment with strategic benchmarks.
• Synthesize and communicate project statuses, potential risks, and recommendations to executive leadership and key stakeholders.
• Oversee commissioning, startup readiness reviews, turnover activities, punch-list resolutions, lessons learned, and formal project closeout documentation.

Required Qualifications

• Legal authorization to work in the job posting country.
• Either 10 years of manufacturing experience OR 5 years of experience paired with a Bachelor's degree in Engineering.
• 5 years of dedicated maintenance, construction management, or engineering experience.
• Ability and willingness to obtain a Transportation Worker Identification Credential (TWIC).
• Working knowledge of FEL development, project execution, estimating, scheduling, procurement, construction, commissioning, and closeout methodologies.
• Working knowledge of Management of Change (MOC), project controls, contractor management, and technical document control.
• Willingness and ability to conduct field site visits and work safely within refinery and active construction environments.

Preferred Qualifications

• 15 years of experience in project execution or maintenance within the refining or chemical processing industry.
• Prior experience managing project or maintenance operations in industrial refining settings.
• 2 years of experience utilizing cost management software and advanced project controls.
• Demonstrated record of maintaining high industrial safety and environmental compliance standards.
• Strong written and executive communication skills.
• Proven Subject Matter Expert capability in prioritizing and managing multiple simultaneous complex projects.
