This leadership position oversees all pipeline engineering, procurement, construction, and regulatory compliance, ensuring alignment with project goals, safety standards, and stakeholder expectations in a complex, remote Alaskan environment.
Roles And Responsibilities
- Lead all phases of gas pipeline development from concept through design, permitting, construction, and commissioning.
- Develop comprehensive project management plans, including schedules, budgets, and resource forecasts.
- Oversee pipeline routing, design optimization, constructability reviews, and feasibility assessments.
- Manage the EPCM contractor, ensuring scope, cost, and schedule adherence in line with project objectives and regulatory commitments.
- Coordinate with engineering, procurement, construction, and regulatory teams to ensure seamless project execution.
- Direct construction management, ensuring compliance with Environmental, Health, and Safety (EHS) protocols as well as PHMSA, ASME B31.8, and other applicable codes.
- Oversee procurement planning, bid evaluation, and vendor selection for pipeline materials and associated equipment.
- Ensure compliance with environmental permits and all state and federal regulatory requirements, including coordination with agencies such as ADNR, ADEC, and the U.S. Army Corps of Engineers.
- Evaluate and implement cost optimization strategies balancing CAPEX and OPEX considerations.
- Monitor project KPIs, including cost, schedule, safety, and quality.
- Engage project partners, Alaska Native corporations, community stakeholders, and regulatory agencies to maintain transparent communication.
- Mentor junior engineering and project staff, fostering a collaborative, safety-driven culture.
- Promote innovation and continuous improvement throughout project delivery.
- Represent the project in meetings, workshops, and technical reviews.
- Travel to the Yukon–Kuskokwim region, Anchorage, and project site as required.
- Bachelor’s degree in Engineering (Mechanical, Civil, or Pipeline) or related discipline; Master’s preferred.
- Minimum 12 years of pipeline project management experience in oil & gas, mining, or major infrastructure.
- Proven ability to manage EPCM contracts and multidisciplinary teams in remote or cold-climate settings.
- Strong understanding of pipeline design, construction, hydrostatic testing, and commissioning.
- Familiarity with PHMSA, ASME B31.8, API, and Alaska pipeline permitting requirements.
- Demonstrated expertise in cost management, scheduling, and risk control.
- Proficiency with project management software, such as Primavera P6, MS Project, and cost-tracking tools.
- PMP certification preferred; Professional Engineer (P.E. or P.Eng.) designation an asset.
- Excellent leadership, communication, and stakeholder management skills.
- Demonstrated commitment to safety, integrity, and environmental responsibility.
- Location: Anchorage, Alaska office; travel required to Yukon–Kuskokwim region and project site.
