Position: District Manager
Location: Virginia location; primarily Chester, Norfolk, and Portsmouth, VA
Key Qualifications:
- Working Knowledge of market rate, LIHTC programs, Fair Housing Laws, and EEO Laws

Responsibilities:
- Collection of Budgeted Income: Maximize gross rent, minimize vacant and delinquent rent loss, Maximize miscellaneous income items
- Control Expenditures: Plan, schedule, and control expenditures in order to obtain products and services at minimum cost, Review and approve purchase and payables, approve vendor services above the manager’s approval threshold, verify that invoices are paid in a timely manner and accordance with budget constraints, Review monthly financial reporting in a timely manner
- Perform Market and Product Analysis
- Suggest competitive prices to the Regional Manager based on survey information in order to meet or exceed budget objectives.
- Train and develop subordinates (provide on-the-job training and schedule company training)
- Hire, coach, and termination (when applicable) according to company guidelines and policies
- Ensure compliance with Federal and State regulations (e.g., EEOC and Workers’ Compensation).
- Review Satisfaction Surveys to ensure the site is reaching a goal of 4.5 or higher. Implement a plan for improvement if the site is below the goal
- Ensure that Company Policies and Procedures are being followed correctly and consistently by on-site staff
- Ensure timely completion of forms and report
- Perform budgetary planning and preparation with each team member
- Maintain Company standards on landscaping and curb appeal
- Plan, schedule, and supervise approved major maintenance and capital improvements
Requirements:
- Education:
- High school diploma or general education degree (GED) and college coursework or training in Property Management required; Associate’s Degree preferred; CPM designation desired.
- Experience:
- Minimum of 5 years prior property management experience required. Multi-site property management and lease-up experience are strongly preferred.
- Skills & Certifications:
- Knowledge of Microsoft Office Word, Excel, Outlook, and Property Management software (e.g., Yardi). And Detail-oriented with excellent communication, organizational, and analytical/problem-solving skills
- Working Knowledge of market rate, LIHTC programs, Fair Housing Laws, and EEO Laws.
- Ability to self-manage and prioritize. Strong skills in hiring and staff development, budgeting and marketing plans, scheduling, and managing operations
- Valid Driver’s License
