Position Overview

RBC is seeking qualified Senior Instructional Analyst/Developers to support H2C's (Hanford Tank Waste Operations & Closure, LLC) Training Department at the Hanford Site in Richland, Washington. This is a full-time, on-site position performing task analysis, instructional design, and training content development in a DOE-regulated nuclear facility environment.

Work will be performed under the first three phases of the ADDIE model (Analysis, Design, and Development) to support H2C's operational and engineering training programs. Selected candidates will work on-site alongside H2C Training Management and subject matter experts to develop training that meets nuclear industry qualification standards.

Estimated start date: Mid-May 2026.

This position is contingent upon award of a subcontract to RICAR Business Consulting LLC. Qualified candidates identified prior to award will be given first consideration.

Work Schedule and Location

• Primary work location: 1814 Terminal Drive, Richland, WA 99354

• Schedule: Monday through Thursday, 6:00 AM - 4:30 PM (four 10-hour days)

• Occasional travel within the Hanford Reservation for project meetings

• Fully on-site; no remote or hybrid option for this position

Responsibilities

• Conduct Difficulty, Importance, and Frequency (DIF) surveys to determine training necessity for assigned operational tasks

• Identify knowledge and skill requirements for tasks determined to require training

• Design knowledge and skill learning objectives aligned to task requirements using the ADDIE instructional systems design model

• Develop training content for classroom, computer-based, and on-the-job training (OJT) delivery

• Evaluate existing systems training needs for the Engineering organization and develop systems training for specific facilities

• Support emergent assignments aligned to job, task, or procedural analysis as directed by H2C Training Management

• Complete and maintain a monthly status spreadsheet tracking all assignment progress

• Collaborate with subject matter experts, line management, and job incumbents to ensure training content accurately reflects job performance requirements

Required Qualifications

• Minimum of 5 years of experience as an instructional analyst/developer within the nuclear industry

• Demonstrated experience applying the ADDIE model or similar instructional systems design methodology for operations, maintenance, and technical support training

• Bachelor's degree in education or a technical discipline preferred; an equivalent combination of education and experience in training, education, or specialized industries will be considered

• Ability to pass Hanford Site background investigation and obtain required DOE site access badge

• Must be a U.S. citizen

• Must be able to complete Hanford General Employee Training (HGET) — approximately 5 to 8 hours of online training — prior to site access

Preferred Qualifications

• Minimum of 5 years of experience in nuclear operations or a high-hazard industrial setting, preferably in an operations role

• Prior experience working at the Hanford Site

• Familiarity with H2C systems, facilities, or DOE Office of River Protection operations

• Experience developing DIF surveys and task analysis documentation

• Experience with OJT and performance-based qualification programs

Compensation and Benefits

• Salary range: $110,000 - $135,000 annually, commensurate with experience and Hanford background

• Standard 4x10 schedule — Fridays off
