Proficiency in Medicaid Management Information Systems (MMIS) and healthcare data standards.

Experience with eliciting and mining business rules from legislation and policy documentation.

Experience in business process modeling using graphical flow software and Visio.

Experience with requirements management lifecycles, change control, and traceability matrices.

Experience in Microsoft Project and Project Server for enterprise-level reporting.

Excellent verbal and written communication skills.
Responsibilities

Evaluate "as-is" and "to-be" business workflows to design optimized technical solutions.

Translate high-level operational requirements into detailed functional specifications for engineering teams.

Serve as the primary liaison between clinical business units and the technical IT organization.

Manage requirements lifecycle activities including version control and status reporting.

Facilitate stakeholder interviews and work sessions to validate complex business architectures.

Conduct risk assessments and identify mitigation strategies for information system replacements.

Maintain a central repository of business rules, models, and validated technical requirements.
