Job Summary

The Chief Medical Officer (CMO) is responsible for the overall quality, effectiveness, and integration of clinical services across all Resource Care locations. The CMO provides leadership and oversight for medical, dental, counseling, and behavioral health services, ensuring coordinated care, provider productivity, regulatory compliance, and adherence to HRSA Health Center Program Requirements.

Essential Responsibilities

Clinical Leadership & Oversight

  • Directs the provision of high-quality health care services to patients across all medical, dental, counseling, and behavioral health departments.
  • Develops, implements, and monitors clinical protocols, procedures, and standards of care.
  • Oversee protocols for patient examinations, comprehensive assessments, diagnostic testing, therapeutic procedures, and care plans.
  • Ensures culturally sensitive and patient-centered care is delivered across all resource center locations.

Provider Supervision & Performance Management

  • Provides direct supervision, mentoring, and support to physicians, advanced practice providers, and other clinical staff.
  • Monitors provider productivity, including visit volumes, documentation completion, case load management, and adherence to organizational benchmarks.
  • Oversees the quality of care delivered by subordinate providers, including chart audits, clinical performance evaluations, peer reviews, and corrective action plans when needed.
  • Promotes a culture of accountability, continuous improvement, and interdisciplinary collaboration.

Coordination of Care & Integrated Services

  • Leads the development and implementation of integrated care models that connect medical, dental, counseling, and behavioral health services.
  • Collaborates with the Dental Director, Behavioral Health Director, Counseling Director, and site leaders to ensure effective communication and cross-department workflows.
  • Ensures timely internal referrals, warm handoffs, and follow-up for patients transitioning between service areas.
  • Supports the implementation of Behavioral Health Integration (BHI) or Primary Care Behavioral Health (PCBH) models, including shared care plans and collaborative case reviews.
  • Works with dental leadership to strengthen medical–dental integration, including risk-factor communication, referral tracking, and care coordination for shared patients.

Quality Improvement & Compliance

  • Provides executive leadership of the Continuous Quality Improvement (CQI) program.
  • Ensures compliance with all HRSA Health Center Program Requirements, federal and state regulations, and standards of care.
  • Oversees clinical quality measures, including UDS reporting, chronic disease management metrics, population health initiatives, and preventive care performance.
  • Uses data-driven approaches to identify gaps, improve outcomes, and enhance patient experience.
  • Ensures standardized documentation practices and EHR utilization across all sites and service lines.

Multi-Site Operations & Clinical Standardization

  • Ensures consistent clinical policies, procedures, and workflows across all ResourceCare locations.
  • Supports site medical leads and clinic managers in implementing clinical standards and improving operational efficiency.
  • Ensures coordinated staffing, adequate provider coverage, and continuity of care across sites.

Training, Compliance & Professional Development

  • Participates in new employee orientation and ongoing staff education.
  • Ensures clinical teams are trained on new protocols, regulatory changes, and best practices.
  • Supports professional development and continuing medical education for all clinical providers.

Additional Duties

  • Maintains clinical competency and may provide direct patient care as needed.
  • Represents the organization in community partnerships, clinical collaborations, and regulatory reviews.
  • Performs other duties as assigned by the CEO.

Minimum Requirements

  • MD or DO degree with current certification/licensure by the Texas Medical Board.
  • Knowledge and experience in providing direct patient care.
  • Experience working in a Federally Qualified Health Center (FQHC) or similar safety-net setting preferred.
  • Knowledge of laboratory and radiological procedures, diagnostic interpretation, and clinical workflows.
  • Understanding of HRSA, UDS reporting, and quality-improvement methodologies.
  • Ability to manage interdisciplinary teams and coordinate care across multiple departments.
  • Ability to develop and implement clinical policies, programs, and performance improvement initiatives.
  • Proficiency with electronic health records, clinical documentation, and health information systems.
  • Excellent interpersonal, communication, and leadership abilities.
  • Ability to manage confidential and sensitive information in compliance with HIPAA.

Typical Physical Demands

  • Finger Dexterity: Frequent use of hands for typing, documentation, and equipment operation.
  • Talking: Frequent communication of detailed clinical information.
  • Hearing: Ability to understand normal and whispered speech.
  • Repetitive Motions: Regular use of wrists, hands, and fingers.
  • Visual: Adequate visual acuity for patient care, documentation, and screen use.
  • Physical: Sitting 20–30% of the time; standing/walking 70–80% of the time; ability to lift/push/pull 25–50 lbs; ability to bend, twist, and move as required in a clinical setting.

Pay: From $130,000.00 per year
