While a CUNY SPS/ILS employee, this position reports to the Deputy Commissioner of Enforcement Operations within the New York City Office of Child Support Services (OCSS) and is part of the OCSS/CUNY partnership. OCSS works to ensure that children in New York City families receive financial support from both parents. OCSS helps locate noncustodial parents, establishes paternity, helps establish court-ordered child support and medical support orders and collects and enforces those child support orders. Within OCSS, Enforcement Operations is responsible for the appropriate application of enforcement remedies once a child support order is established and assisting low-income noncustodial parents by providing access to employment programs and other services to support their ability to pay their order.
Description:
The Senior Program Manager – Enforcement Operations will be engaged with OCSS Enforcement in planning, implementing and monitoring partnerships with employment programs, child support debt reduction programs and other initiatives and services to assist custodial and noncustodial parents. The role will include independently managing various projects within Enforcement Operations to ensure the provision of high-quality and effective services to parents served by OCSS. These include outreach efforts and collaboration in developing partnerships with internal and external agency partners.
Duties and Responsibilities:
Actively manages a portfolio of program partnerships and outreach initiatives engaged in by OCSS for the benefit of custodial and noncustodial parent clients
Defines and implements program policies and standards, objectives, and contract deliverables in collaboration with senior OCSS staff and leadership
Creates and shares detailed project plans identifying key milestones, resources and deliverables. Continually monitors and adapts plan to align with evolving circumstances.
Offers direction and vision for projects in the portfolio. Provides solution-oriented, proactive leadership to clear barriers and maintain staff and project partner alignment to the work and project plans
Actively grows and maintains productive relationships with project team members, project stakeholders, and third-party vendors.
Facilitates regular communications and meetings with partners and contractors.
Communicates the program model and outcomes to internal and external stakeholders, translating the data into meaningful insights that support understanding and decision-making.
Plans agenda and takes the lead in ongoing stakeholder meetings. Tracks and ensures follow up on meeting action items
Develops and implements monitoring tools and an evaluation regimen to assess program effectiveness. Designs methodologies for data collection and reporting
Reviews outcome data to identify program strengths and weaknesses and recommends strategies to improve performance.
Prepares periodic written reports and data dashboard for OCSS and other program stakeholders
Develops and manages program budgets and processes
Develops and maintains a system for storing program correspondence, and key project documents
Performs additional relevant assigned tasks as needed.
Qualifications:
A minimum of (7) seven years of work experience in project planning and management of multi-faceted programs or initiatives within the public or private sector in a mid-level or senior role. Knowledge of government operations, human services and /or child support programs a plus
Significant experience in vendor/stakeholder management (including third party vendors), working across project teams, and effectively liaising with senior leadership both within and outside of the organization. High comfort level in providing direction to more junior members of a team
Bachelor’s or Master’s degree required. PMP certification strongly preferred
Knowledge of project management methodology, tools and techniques
Self-directed but able to work collaboratively within a team and with external stakeholders. Must be able to independently and proactively manage multiple projects (e.g. set priorities, manage time, problem-solve) in a fast-paced environment. Flexibility and the ability to pivot when priorities, tasks, or timelines change is essential
Strong analytical skills and experience in collecting, analyzing and interpreting both quantitative and qualitative data
Expertise in creating detailed reports and presenting data
Top-tier verbal and written communication skills with a strong attention to detail
