Rehabilitation Support Services, Inc. is recruiting for a Quality Improvement Specialist for the D-O-T Division (Delaware, Otsego, and Tioga counties). Routine travel within multiple counties will be required.

Minimum Educational Qualifications must be one of the following:
Master’s Degree in human services plus one year experience in human services
Bachelor’s Degree in human services plus two years’ experience in human services
Associate’s Degree in human services plus three years’ experience in human services or a high school degree and five years’ experience in human services.

Valid driver's license
Successful clearance by Justice Center and New York State Office of Children and Family Services Statewide Central Register Database Check
Hours: Monday-Friday 8am-4:30PM (no weekends or on-call)
Job Description:
1. Performs QI activities in the programs as assigned by the Managing Director. The job
responsibilities listed below will vary according to program/area of QI responsibility.
2. Ensure accurate records are maintained per relevant guidelines.
3. Work cooperatively with all internal and external entities.
4. Ensure the protection of all clients’ civil liberties, rights and property.
5. Conduct on-site program reviews and provide feedback on findings and recommendations to Managing Director.
6. Conduct review of closed charts and ensure they are cataloged and stored appropriately.
7. Conduct desk reviews of service plans and service plan linked notes and provide feedback to Program Directors.
8. Monitor statistical outcomes in electronic case records and provide feedback to Managing Director, Program Directors and Administration.
9. Conduct periodic QI forums with consumers and staff as requested by Managing Director.
10. Assist, as requested, in conducting incident investigations, including the completion of investigation documents. Coordinate, as applicable, with the Managing Director, Quality Improvement and Human Resources in the investigation process, to ensure that it is a thorough, complete and fair process.
11. Provide guidance and assistance to division management staff for program operating compliance with applicable regulations and RSS policy and procedure as directed by Managing Director or Designee.
12. Provide training to staff as directed by Managing Director or Designee.
13. Participate in agency and division committees and meetings as directed by Managing Director or Designee.
14. Participate in review of Medicaid billing packet.
15. Complete pre-billing Medicaid audits as directed by the Managing Director or Designee.
16. Evaluate any systems issues identified through incident investigations or program operation audits and make recommendations to the Managing Director for improvement/change.
Other Duties:
1. Participate in training sessions designed to enhance growth and skill development.
2. Perform other reasonably related duties assigned by the immediate supervisor or other management staff as required.
