This position is located in Region 10, Office of Response Division. The ideal candidate will have leadership experience in disaster response operations, supervised emergency management teams, advised executives, coordinated with partners, and managed response programs, resources, and budget development and implementation.

Qualifications:

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement.

To qualify for this position at the GS-15 level, you must possess one full year of specialized experience equivalent to at least the GS-14 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
  • Leading, directing, or managing emergency management response programs, disaster operations, or incident support operations at a regional, state, tribal, territorial, federal, or equivalent organizational level; AND
  • Managing or supervising subordinate supervisors, senior emergency management specialists, program managers, or multidisciplinary teams responsible for disaster response, deliberate planning, logistics, operations, incident management, communications, resource coordination, training, exercises, and emergency operations center activities; AND
  • Coordinating emergency management programs and disaster response activities with senior officials from federal, state, local, tribal, territorial, nongovernmental, private-sector, and elected leadership organizations to support response operations, resolve complex issues, and improve program delivery; AND
  • Developing, implementing, or evaluating emergency management policies, plans, procedures, priorities, performance measures, staffing requirements, budgets, or resource allocation strategies for a major response program or organization; AND
  • Serving in a senior leadership role during disasters, emergencies, exercises, or incident management operations, including coordinating response resources, advising senior leadership, supporting operational decision-making, or representing an organization in an emergency operations center, incident support, or field response environment.

Responsibilities:

What will I do in this position if hired?

In this position you will serve as a Supervisory Emergency management Specialist. Typical assignments include:

  • Coordinating and implementing the Response Director's priorities and goals for the Division.
  • Supervising and leading branch chiefs in program development and outcome-driven accountability that improves and maintains federal disaster response readiness for the Region.
  • Coordinating disaster response readiness integration activities with federal, state, local, tribal, nonprofit, and private-sector partners.
  • Advising the response director on emergency management policies gaps, operational issues, resource needs, and response program improvements.
  • Serving in a senior leadership role within the Regional Response Coordination Center (RRCC) when activated.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
