This position is located in region 10, Response Planning, Bothell, Washington. The ideal candidate for this position will have significant leadership and management experience with intergovernmental coordination planning for catastrophic or other incidents as well as a strong background leadership and managing a diverse team.

Qualifications:

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement.

To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Assisting with the creation of, or creating, emergency management plans or products (i.e., emergency response plans, response guidance documents, response procedural plans, response transition documents, etc.).
  • Providing technical and administrative management or supervision to a staff that supports the development of crisis action plans (i.e. all concept plans, operational plans, and incident action plans).

Responsibilities:

What will I do in this position if hired?

In this position, you will serve as the Supervisory Emergency Management Specialist (Response). Typical assignments include:

  • Ensuring that guidance focusing on emergency response and for complying with and following emergency management-related directives, regulations, policies, laws, standards and guidance in order to provide response capabilities that address multiple hazard scenarios.
  • Overseeing of the development and documentation of short and long-range planning efforts including deliberate and crisis planning initiatives.
  • Performing work that involves the coordination of emergency response and preparedness training, exercises, and local assistance.
  • Serving as an expert consultant and staff advisor to the Regional Response Division Director on assigned program areas of responsibility.
  • Performing as a spokesperson at nation-wide conferences, meetings, committees and working groups that propose, defend and/or criticize continuity and emergency response criteria, in order to promote and maintain a pro-active response posture.

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
