- Lead the development and documentation of data governance policies, standards, and procedures that support the Client’s Zero Trust data onboarding process from dataset identification through ingestion into the ZT Core Services environment
- Collaborate with the ZT Core Services team and data governance stakeholders to define, refine, and socialize the data onboarding framework, ensuring alignment with enterprise ZT policy and data strategy
- Serve as the primary point of contact for data stewards navigating the dataset registration process; provide expert guidance on dataset characterization, metadata requirements, and governance compliance
- Develop and deliver stakeholder engagement materials, including briefings, reference guides, and training content to help data stewards understand the purpose, process, and requirements of data onboarding under the ZT initiative (the 5 Ws framework)
- Facilitate working sessions and meetings with data resource teams to gather input, address questions, and build buy-in for governance standards and onboarding procedures
- Support the development of reporting requirements for ZT service adoption metrics; contribute governance-related inputs to the program’s reporting capability
- Coordinate with the Program Manager and technical team members to ensure governance requirements are reflected in all onboarding deliverables and documentation
- Identify gaps or inconsistencies in existing data governance practices and recommend improvements to strengthen the Client’s data stewardship posture
- Maintain all governance documentation, SOPs, and work products in GitLab in accordance with the ZT Program’s standards
- Support monthly status briefs and quarterly PMRs as a subject matter contributor
- Minimum 20 years of experience in data governance, policy development, compliance, or a closely related field within a defense, intelligence community, or federal government context
- Demonstrated experience developing and implementing governance frameworks, policies, or compliance programs at an organizational or enterprise level
- Strong stakeholder engagement and facilitation skills; proven ability to build consensus across diverse teams and organizational boundaries
- Experience translating complex policy or regulatory requirements into clear, practical guidance for non-specialist audiences
- Excellent written and verbal communication skills; experience authoring policy documents, SOPs, briefings, and strategy papers for senior audiences
- Ability to work effectively in a classified environment with limited oversight and adapt quickly to evolving program requirements
- Active TS/SCI clearance with Polygraph
- Direct experience supporting Zero Trust architecture, data management, or enterprise data governance initiatives within the Intelligence Community or DoD
- Familiarity with data registration, metadata management, or data stewardship processes in a government or classified environment
- Experience standing up new governance programs, compliance frameworks, or oversight structures within a large organization
- Background in research, science & technology, or analytic programs with a strong policy or compliance dimension
- Experience working with or advising senior executives on organizational strategy, data policy, or change management initiatives
- Familiarity with GitLab or similar tools for documentation management and version control
- Knowledge of Zero Trust principles as they apply to data access, classification, and stewardship
- Policy and governance acumen: deep understanding of how to develop, implement, and sustain governance frameworks in complex organizational environments
- Stakeholder influence: ability to engage, educate, and align diverse stakeholders at all levels around governance standards and data stewardship practices
- Communication and documentation: ability to produce clear, authoritative written products and deliver compelling briefings to senior decision makers
