Operational Program Manager

SUPERVISOR: Chief Clinical Officer
POSITION SUMMARY: The Operational Program Manager for Behavioral Health is responsible for overseeing the daily operations of the behavioral health programs, ensuring effective service delivery and compliance with regulations and standards. This role involves collaborating with clinical staff, managing program budgets, and implementing policies and procedures that promote high-quality care for clients.
ESSENTIAL FUNCTIONS:
Program Oversight
1. Manage the day-to-day operations of behavioral health programs, ensuring services are delivered efficiently and effectively.
Staff Management
1. Supervise program staff, including hiring, training, and evaluating personnel performance.
2. Foster a positive work environment that encourages professional development and team collaboration.
Quality Assurance:
1. Maintains considerable knowledge of the Accreditation, State, and Federal regulations governing Day Treatment services.
2. Monitor program performance and client outcomes to ensure high-quality service delivery.
3. Conduct regular audits of clinical documentation and compliance with best practices.
4. Address and resolve any operational or service delivery issues promptly.
Budget Management:
1. Analyze financial reports and identify opportunities for cost savings and increased efficiency.

Collaboration and Communication:
1. Serve as a liaison between program and external stakeholder to promote integrated care.
2. Participate in interdisciplinary meetings with state leadership and business development specialists to discuss trends and census needs.
Data Management and Reporting:
1. Collect, analyze, and report on program data to evaluate effectiveness and inform decision-making.
2. Prepare reports for leadership and stakeholders, highlighting program achievements and areas for improvement.
Training and Development:
1. Provide ongoing training and support to staff on operational procedures, best practices, and compliance requirements.
2. Stay informed about current trends and regulations in behavioral health and adjust programs as needed.
WORK CONDITIONS:
Must be willing to work in an office environment with some travel required for meetings and training.
May require some evening or weekend hours to accommodate program needs.
ADDITIONAL REQUIREMENTS:
Must pass a background check and comply with [RCOO] policies and procedures.
QUALIFICATIONS:
Education: Must be a graduate of an accredited graduate educational institution of social work, counseling, psychology, or a related field.
License/Registration:
Independently licensed in the State of Ohio as a LISW, LPCC, or Psychologist.
Continuing Education:
Commitment to ongoing professional development and knowledge of current trends in behavioral health to meet state regulations and program needs.
Experience:
Minimum of 5 years clinical experience working with individuals living with behavioral health disorders. Proven experience in staff supervision and program development.
a) Experience in a community mental health center, post-masters, which includes managing, and program development. b) Experience in a licensed psychiatric facility other than a mental health center, which includes clinical management and program development.
Job Knowledge:
Working knowledge of adolescent behavioral health treatment, individual and group therapy, etc.; comprehensive knowledge of general evidenced-based therapy theory and practice with knowledge of principles and methods involved in instruction of a behavioral health framework; ability to assess program’s clinical needs; familiarity with behavioral health facility policies, regulations, and procedures; knowledge of application of principles of personnel administration in assigning, supervising, and evaluating activities of staff; knowledge and application of techniques and methods of person-centered care. Ability to assess systems and implement systems.
