JOB SUMMARY:
Performs a wide range of difficult to complex administrative activities to guide and support overall agency housing development activities, oversee incubation projects and provide oversight necessary to ensure that RECAP is complying with regulatory and contractual obligations.
QUALIFICATIONS/SKILLS:
Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to:
Possession of a Bachelors Degree from an accredited college or university with major course work in business, construction management or public administration, social work, sociology or closely related field;
Five (5) years experience performing progressively responsible administrative work; and
Five (5) years program planning, grants writing and contract compliance experience.
Proficient computer knowledge and use of Microsoft Office.
Possession of a valid Drivers License and willingness to use personal vehicle in the course of employment.
The ability to relate to people with low incomes from various ethnic and religious backgrounds.
Communicating effectively, verbally in writing, in a diverse range of audiences and settings; possesses the capability to communicate effectively in both writing and in person to a diverse range of audiences and settings.
Interpreting legal documents and government regulations; evaluate fiscal and financial records, forms and data; analyze complex written documents; identifying and resolving administrative problems;
Willingness to work long and irregular hours and under pressure conditions; delegating responsibility and achieving results through subordinates; and maintaining order in an environment of changing priorities.
RESPONSIBILITIES:
Directs and implements housing development program; inclusive of goals and objectives for new housing initiatives proposed by Divisional Directors/Managers; Develops housing options for community residents with low income or moderate incomes.
Spearheads agency wide community assessment and/or annual update of existing community assessment.
General Administration: Researches applicable laws, legislation and regulations; prepares reports, correspondence, memos, records and forms; evaluates activities and interacts with representatives of comparable firms; develops and prepares forms, records, charts and other operational material and implements operation systems to achieve effective workloads and workflow. Provide a safe and secure work environment as free as feasible from recognized hazards. Ensures all employees comply with all safety and health requirements whether established by management or by federal, state or local laws. Prepares and delivers formal presentations before various public and private concerns; attends meetings, conferences and seminars requiring periodic to frequent travel.
Financial Administration: Prepares budgets and subsequent modifications and transfers; Adheres to RECAPs procurement policy; Reviews and approves accounts payable, payroll and other financial warrants, requisitions, purchase orders, receipts and records of reports is it applies to this position.
Program Administration: Oversee the vision of RECAPs Housing Development Programs. Guided by the Community Needs Assessment and housing needs, research, plan and apply for appropriate funding opportunities to increase housing stock for the area. Supervise the Housing Coordinator and monitor activities to ensure compliance with grant and contract deliverables.
Other Activities: Training; proposal development; purchasing/bidding; contract compliance; and technical assistance for community groups. Perform other departmental duties or special projects as directed by supervisor.
PHYSICAL DEMANDS/WORK ENVIRONMENT:
Work conditions may include exposure to inclement weather and noise. Position may require exposure to electronic equipment including computers, printers, fax, and copy machines and cleaning equipment. If position requires use of a motor vehicle, driving on city streets and/or highways, exposure to inclement weather and traffic. Employees are to take all precautions and follow all laws while in these environments. This job requires consistent punctuality and attendance at the job site.
