We're looking for an experienced Resident Engineer / Construction Manager to lead delivery on transportation and public works projects across the region, with ownership of quality, cost, and schedule from groundbreaking through closeout. For the right person, this role is also a chance to help shape where the firm goes next.
What you'll do
You'll serve as the lead field representative and contract administrator on public works and transportation projects, and as the primary point of contact between the contractor and the client agency. The full scope of RE duties includes:
- Monitor on-site construction to ensure contractor compliance with contract specifications, plans, schedules, NPDES/MS4 stormwater permits, safety regulations, and state and federal labor requirements
- Drive each project to meet its quality, budget, and schedule targets, applying sound engineering judgment to resolve field issues and recommend solutions for existing site conditions
- Supervise and direct Office Engineers, Assistant Resident Engineers, inspectors, and QA staff; assign field personnel to tasks and review their daily reports and other deliverables
- Manage subconsultants engaged to support the work
- Read, interpret, and apply project plans, specifications, and staking notes in the field
- Prepare and maintain daily diaries, weekly statements of working days, project correspondence, and complete project files (paper and electronic)
- Review CPM schedules, RFIs, submittals, and contractor progress
- Calculate quantities, build supporting documentation, and prepare progress payment estimates
- Prepare and negotiate contract change orders with supporting cost documentation
- Verify contractor prevailing wage compliance
- Coordinate material sampling and testing, and photo-document site conditions before, during, and after construction
- Lead weekly progress meetings and provide ongoing coordination with utilities, agencies, and the public
- Analyze and recommend action on potential claims and contract disputes
- Conduct constructability reviews and prepare cost estimates and schedules for future pursuits
- Prepare final reports and as-built drawings and lead project closeout
What you bring
- BS in Civil Engineering or Construction Management
- Active California PE license (required)
- 7 years of progressive construction management experience on public agency projects; 10 preferred
- Working knowledge of the Caltrans Standard Specifications, Greenbook, Whitebook, and local and regional standard drawings
- Strong constructability knowledge, sound engineering judgment, and genuine attention to detail
- Experience serving clients such as Caltrans, SANDAG, County of San Diego, MTS, Port of San Diego, and local municipalities (City of San Diego, Encinitas, Carlsbad, Coronado, Vista, Chula Vista, Poway, National City, and others)
- Ability to work independently, make sound field decisions, and build strong client relationships
- Proficiency with Bluebeam, Microsoft Office (Word, Excel), and standard project documentation tools
- Excellent written and verbal communication
Preferred, not required:
- Transportation construction management experience; preference will be given to candidates with a transportation background who can also bring relationships and experience to help us build new service lines in water, wastewater, rail, transit, and beyond
- Certified Construction Manager (CCM)
- Current or former board service with a local professional organization such as APWA, CMAA, ACEC, or ASCE
This is a field-based role. Expect time outdoors and on active construction sites in varying weather, with occasional after-hours coverage as project conditions require.

You'll be supported, informed, and part of the team, no matter which site you're assigned to.
