Position Summary
RBCI is seeking a Hazardous Material Specialist to provide the Navy Medical Readiness Logistics Command (NMRLC) with managing hazardous materials (HAZMAT) programs within a warehouse and supply chain environment, ensuring compliance with federal regulations and organizational policies. This work is onsite at the Williamsburg, VA office. 5%-10% travel may be required.
This position is contingent upon contract award.

Duties & Responsibilities
- Demonstrate comprehensive knowledge of Hazardous Materials (HAZMAT) management, including general supply activities such as receiving, inventory management, warehousing, and the safe operation of various types of material handling equipment.
- Apply in‑depth knowledge of HAZMAT program principles, concepts, distribution methodologies, and lifecycle management to analyze and evaluate the effectiveness and efficiency of managed shelf‑life assets.
- Utilize quality assurance methods, principles, and practices-including statistical analysis and sampling techniques-to perform inspections and ensure the quality, integrity, and safety of HAZMAT products.
- Manage and maintain HAZMAT assets using automated records and inventory control systems, applying approved material substitution criteria and ensuring proper storage, issue, tracking, and disposal processes.
- Apply knowledge of logistics and material support programs to ensure timely, accurate, and compliant support for mission requirements.
- Ensure compliance with applicable HAZMAT terminology, inventory accounting guidelines, and regulatory requirements governed by the Department of Defense (DoD), NAVSUP, Defense Logistics Agency (DLA), and applicable regulations, directives, letters, and policy statements.
- Perform hazardous waste determination, profiling, and processing actions in accordance with regulatory requirements and approved procedures.
- Coordinate and execute HAZMAT shipping operations, including proper packaging, labeling, documentation, and the accurate declaration of dangerous goods in accordance with applicable transportation regulations.
- Maintain accurate documentation, records, and reports supporting HAZMAT management, quality assurance, and regulatory compliance requirements.
- Perform additional responsibilities as assigned by management in support of mission and operational objectives.

- High School Diploma or equivalent
- Minimum of five (5) years of experience in HAZMAT management, including general supply activities such as receiving, inventory management, warehousing, and operation of various types of material handling equipment.
- Shall have knowledge of the full range of principles, concepts, distribution, and methodology related to hazmat material programs, to allow the specialist to analyze and evaluate the effectiveness and efficiency of managed shelf-life assets.
- Knowledge of quality assurance methods, principles and practices including statistical analysis and sampling methods and techniques, to perform a variety of assignments to assure quality of hazmat products.
- Knowledge of automated records and control-systems, material substitution criteria, and storage, issue, and disposal processes.
- Knowledge of programs utilized in providing material support.
- Knowledge of hazmat terminology and inventory accounting guidelines consisting of DOD, NAVSUP, DLA, etc., regulations, directives, letters, and policy statements.
- Knowledge of hazwaste determination, profiling, and processing requirements.
- Knowledge of hazmat shipping requirements to include declaration of dangerous goods.
- 5.5.12.1.Required Skills and Certifications – A valid driver's license to drive stand-up and 4-6K forklifts.
- Certified OSHA HAZWOPER standard (29 CFR 1910.120).
- A valid driver's license for operating up to a 1.5-ton stake bed truck and 4–6K forklifts for delivery operations.
- Must be a U.S. Citizen and have the ability to obtain and maintain a clearance.
