Job Title: Contracting Subject Matter Expert

Department: Operations – Services 

Reports To: RavenTek Program Manager

Location: Remote

Schedule: Monday – Friday 

Hours: Part-Time, Approx. 10-15 hours per week

FLSA Status: Hourly, Nonexempt

Clearance: Public Trust


Position Summary

The Contracting Subject Matter Expert (SME) provides senior-level advisory and oversight support. This role serves as a technical and functional resource in federal acquisition and contract management, ensuring deliverables align with client expectations, governing policy, and best practices. The SME’s guidance strengthens quality assurance, mitigates risk, and elevates outcomes across acquisition task areas. The performance of this position is key to RavenTek's performance on the contract, and therefore RavenTek's mission to support the customer.


Requirements

Essential Duties and Responsibilities

  • Provide strategic guidance and technical advice to Mid-Level and Senior Contract Specialists across multiple acquisition task areas.
  • Review and advise on complex acquisition artifacts (e.g., requirements documents, acquisition strategies, market research, solicitations, source selection plans, evaluation reports, and post-award documentation).
  • Offer recommendations on procurement strategies, contract types, competition approaches, and regulatory compliance.
  • Interpret acquisition policy and develop tailored, practical solutions for unique or high-risk requirements.
  • Participate in periodic client and internal team meetings to maintain alignment on priorities, risks, milestones, and progress.
  • Conduct quality assurance reviews of deliverables; identify risks, gaps, and process improvements; recommend corrective actions.
  • Mentor Contract Specialists to build capability in planning, execution, and post-award management.
  • Document guidance, decision rationales, and recommend best practice for reuse and transparency.
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Submit Monthly Status Reports on a regular basis, as required. 
  • Monitor RavenTek email on a regular basis, at least 3 times per week, and respond accordingly.
  • Complete required compliance training as assigned.
  • Other duties as assigned.

Knowledge and Critical Skills

  • Expert knowledge of the Federal Acquisition Regulation (FAR) and agency-specific supplements; proven ability to apply policy pragmatically to complex procurements.
  • Demonstrated experience shaping acquisition strategies, evaluating proposals, advising contract types, incentives, and performance metrics, and ensuring audit-ready documentation.
  • Strong QA mindset with the ability to identify risks, control gaps, and improve opportunities in acquisition processes and deliverables.
  • Excellent written and verbal communication skills; ability to deliver concise, actionable guidance in a remote, part-time environment.
  • Stakeholder management and facilitation skills, including mentoring and coaching acquisition professionals.
  • Sound judgement, ethics, and discretion in handling sensitive procurement information.
  • Track record providing expert-level consulting or oversight on complex or high-value federal procurements.

Education & Work Experience

  • Bachelor’s degree in Business, Public Administration, Supply Chain/Acquisition or related field (advanced degree preferred).
  • Minimum of 15 years of progressively responsible experience in federal contracting, acquisition policy, or program/contract management.

Certifications, Licenses

  • FAC-C Level III or DAWIA Level III (or equivalent) preferred.

Special Requirements

  • Must be able to obtain and maintain a Public Trust clearance.
  • DoD clearance, preferred.

Work Environment

Employee will primarily work remotely in a professional home office environment with standard computer and communications equipment. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs on a regular basis.

Physical Demands

To successfully perform the essential functions of the job, the employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear; see to read printed materials and computer screens; mobility to work in a typical office setting. Ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and may be required to provide recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee must be able to lift and/or move moderate amounts of weight, typically up to 20 pounds. Regular and predictable attendance is essential.
