We are currently seeking a Senior Manager, Government Contracts, reporting directly to the Director, Contracts Management, to administer U.S. Government contracts and subcontracts and supervise two contract managers. The position will serve as the primary contractual point of contact with customers, subcontractors, suppliers, and internal stakeholders throughout the contract lifecycle, from opportunity pursuit through contract closeout. The candidate will have business skills/expertise in administration and supervision of federal government contracts and subcontracts of varying size and complexity, GSA Schedules, analysis of complex bid and proposal tenders, a thorough working knowledge of the FAR/DFARS, and the ability to interact with customers and lead contract negotiations. The Senior Government Contracts Manager will be responsible for managing workload levels among and providing guidance to direct reports. The candidate will interact regularly with senior and executive management on matters concerning several functional areas and/or customers and therefore must be able to communicate (written and verbal) effectively.

Responsibilities

  • Support the Bids and Proposals team in providing contract analysis and review of solicitations and other competitive U.S. Government procurements in M-Files.
  • Review, draft and negotiate contracts, modifications and other contractual documents.
  • Daily administration and processing of U.S. Government prime contracts and subcontracts in company’s internal business workflow and document management system.
  • Provide subject matter expertise to business units on contractual and regulatory matters, including FAR/DFARS flow-down requirements, data rights, intellectual property, Buy American Act, Trade Agreements Acts, export controls, and other applicable laws and regs.
  • Analyze contractual requirements, special provisions, terms and conditions to ensure compliance with applicable laws, regulations, customer requirements, and Company policies and procedures.
  • Prepare and manage contractual correspondence, negotiation memoranda, supporting documentation, and contract files to ensure timely, accurate, and coordinated submissions.
  • Provide job training and support Federal contracts managers with their workload providing daily guidance to them.
  • Conduct quality control oversight, as needed in internal business workflow system, M-Files. This will include daily review and monitoring M-Files Contract Review Actions (CRA) for Federal contracts manager(s).
  • Liaise with internal legal counsel and compliance personnel on contractual, legal, regulatory, and risk-management issues.
  • S upport the implementation and continuous improvement of Contracts Department policies, procedures, templates, and processes, and escalate instances of non-compliance to the Director, Contracts Management.
  • Maintain accurate contract records and documentation in accordance with Company record-retention requirements and audit standards.

Qualifications

  • Bachelor’s Degree , preferably in Business Administration or related field .
  • 10 years of federal contracts management experience preferably with TSA.
  • Proven Experience supervising staff at the manager level.
  • Experience working with U.S. Government customers, including DHS, DOE, DOS and DoD, as well as large prime Government contractors.
  • Must have strong background and knowledge of the Federal Acquisition Regulation (FAR), GSA Schedules and other associated supplemental contracting regulations (e.g., DFARS).
  • Excellent communication and writing skills with both internal and external customers.
  • Thorough knowledge of all appropriate ethical standards regarding contracting actions.
  • Experience working with a Product Manufacturing Company desired.
  • Strong demonstrated knowledge of commercial contract terms and conditions is desired.
  • Must have the ability to make sound business judgments, handle multiple contractual activities with a short turnaround time, and work independently, as well as part of a team.
  • Highly motivated and detail oriented with the ability to communicate effectively, solve problems and create trusting relationships with both internal and external clients in a quick turnaround environment.
  • Ability to prioritize multiple tasks with competing urgencies.
  • DOD Secret (S) clearance or eligibility to obtain a security clearance preferred.

Pay may range from $170,000 to $180,000 annually

The pay range above represents annual base salary only. Final compensation will be determined based on factors such as your job level, geographic location, date of hire, experience, job-related knowledge and skills, and education in conjunction with market and business considerations.

Base salary is one component of your total rewards package. You may be eligible for long-term incentives, potential discretionary bonuses, and the ability to purchase company stock at a discounted rate through the Employee Stock Purchase Program (ESPP). OSI also offers comprehensive benefits including various options for health plans, access to 401(k) retirement plan, health savings account, disability insurance, life insurance, AD&D insurance, leave of absence programs and an array of voluntary benefits. In addition, paid time off is offered to be used for vacation, holidays, bereavement, and jury duty. Full-Time salaried employees are entitled to flexible time-off.
