RAPC Planner II / GIS Technician Part-Time, Experienced Position The Rapides Area Planning Commission (RAPC) is seeking an experienced Planner II / GIS Technician to join our team. This part-time role blends professional transportation planning with hands-on GIS work to support regional transportation and community planning initiatives.

Compensation: $30–$35/hour (equivalent to ~$62,000–$73,000 annually, prorated for part-time)

Position Overview: The Planner II / GIS Technician supports the development, implementation, and monitoring of MPO planning projects. The role involves creating and maintaining geospatial datasets, producing analytical maps and graphics, conducting multimodal planning analyses, and preparing technical and public-facing materials. This position is ideal for a professional who already has meaningful experience in transportation planning and GIS and is ready to contribute with limited supervision in a collaborative, small-office environment.
Key Responsibilities:
- Develop, QA/QC, and maintain geospatial datasets (transportation, land use, sociodemographic, assets).
- Produce cartographic products and spatial analyses for plans, studies, and grant applications.
- Perform geocoding, network/spatial analyses, and manage GIS databases (feature classes, metadata, symbology libraries).
- Integrate GIS with performance measures, safety/crash datasets, and asset inventories.
- Lead or assist with data collection, analysis, and basic modeling for MPO planning activities.
- Draft technical memoranda, plan chapters, maps/figures, and public-facing materials.
- Support public involvement (workshops, open houses, stakeholder meetings) and prepare summaries/minutes.
- Conduct applied research on multimodal mobility, safety (including VRU), access, equity, and resiliency.
- Track MPO performance measures, contribute to grant compliance documentation, and support UPWP deliverables.
- Provide professional assistance across regional transportation, land use, and community planning tasks.
- Perform other duties as assigned to advance MPO work program activities. Minimum Qualifications:
- Bachelor’s degree in Geography, Urban/Rural/Transportation Planning, Public Administration, GIS, or a closely related field (or equivalent relevant experience).
- 2–4 years of professional experience in transportation planning, GIS analysis, or closely related work.
- Proficiency with ArcGIS Pro and ArcGIS Online (or comparable GIS/mapping tools); ability to manage datasets and author publication-ready maps.
- Strong written, verbal, and organizational skills; able to communicate technical concepts to non-technical audiences.
- Proficiency with Microsoft Office; familiarity with database management; exposure to transportation demand modeling is a plus.
- Self-motivated, detail-oriented, and able to manage multiple tasks with minimal supervision in a small-office environment.
Preferred: - Experience working with safety/crash data, performance measures, or asset management datasets.
- Basic familiarity with federal/state MPO planning processes and grant documentation (e.g., UPWP, TIP, SS4A).
- Experience preparing materials for public meetings and stakeholder engagement.
