Project Manager – Federal Contracting Division

Summary / Objective

The Project Manager is responsible for the successful planning, execution, and close-out of federal construction projects in accordance with federal regulations, project requirements, and company standards. The Project Manager serves as the primary point of contact for federal clients, subcontractors, and internal teams and ensures that projects are delivered safely on time, within budget, and with the highest level of quality and compliance.

Primary Job Responsibilities

• Oversee all phases of federal construction projects from award through close-out, including budgeting, scheduling, procurement, and compliance.
• Review project scope, specifications, and contract terms to develop execution plans and ensure adherence to FAR, DFARS, Davis-Bacon, and applicable federal requirements.
• Manage subcontractor selection, negotiation, contracting, and performance oversight.
• Monitor project progress, schedule milestones, and coordinate internal and external teams to ensure timely execution.
• Prepare and submit required project documentation, including submittals, RFIs, daily reports, pay applications, and change orders in accordance with contract terms.
• Serve as the primary liaison with federal clients, ensuring positive communication, prompt issue resolution, and adherence to project expectations.
• Conduct jobsite visits and meetings to ensure compliance with safety, quality, and schedule requirements.
• Manage cost control processes, monitor project budgets, and identify and mitigate risks or deviations.
• Ensure compliance with all applicable safety regulations and corporate safety policies, in coordination with the Safety Manager.
• Participate in audits, progress meetings, and close-out procedures, including as-built documentation, warranty follow-up, and final federal acceptance.

Other Responsibilities

• Mentor and guide Assistant Project Managers, Project Engineers, and field teams.
• Support business development and estimating teams during project pursuits, including proposal review and technical input.
• Develop and maintain effective working relationships with federal agencies, consultants, suppliers, and subcontractors.
• Promote a culture of accountability, continuous improvement, and compliance.

Qualifications, Skills & Abilities

• Minimum of 5 years of experience in project management within federal or federal construction projects.
• Proven experience managing IDIQ, MATOC, design-build, or renovation projects for agencies such as USACE, NAVFAC, VA, GSA, or similar.
• Strong understanding of federal procurement and contract compliance (FAR, DFARS, Davis-Bacon, EM 385-1-1, MII, RMS etc.).
• Proficiency in construction management software (e.g., Procore, MS Project, Bluebeam, Primavera, or equivalent).
• Excellent problem-solving, leadership, and organizational skills.
• Ability to lead cross-functional teams in a fast-paced, deadline-driven environment.
• Effective written and verbal communication skills.
• Strong financial acumen and experience managing budgets, cost tracking, and forecasting.
• Proficient in Microsoft Office Suite (Excel, Word, Outlook).
• Bachelor’s degree in Construction Management, Engineering, Architecture, or related field preferred. Equivalent work experience may be considered.
• OSHA 30, EM385-1-1, and CQM certifications are required.
• US Citizen required for access to federal facilities; ability to obtain security clearance may be required.

Supervisory Responsibility

This position may supervise Assistant Project Managers, Project Engineers, and coordinate with Field Superintendents.

Work Environment

Work is performed in both office and construction site environments. Field visits may involve exposure to varying weather, noise levels, and potentially hazardous conditions.

Physical Demands

While performing the duties of this job, the employee is regularly required to sit, use hands, and communicate clearly. Jobsite visits may require walking, climb ladders, and inspecting construction work in progress.

Expected Hours of Work

Standard work hours are Monday through Friday, 8:00 AM to 5:00 PM. Additional hours may be required to meet project demands or deadlines.

Travel

Periodic travel to project sites, federal facilities, and client meetings is required

Education and Experience

• Bachelor’s degree in Construction Management, Engineering, or related field preferred.
• Minimum 5 years of experience in construction estimating and management; preferably in federal, military and secure space environments.

Pay Transparency Statement

The salary range for this position is $95k - $130k a year (MidAtlantic Region). This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range. As a result, starting pay may vary within the posted range.

The Company reserves the right to modify compensation and benefits programs in accordance with applicable laws and business needs.
