Description

The primary purpose of this position is to lead a staff of social workers to provide a range of foster care services as outlined by the North Carolina Department of Health and Human Services and administered by various federal, state, and local laws, regulations, rules, and policies.

Work involves the supervision of a staff of social workers that provide direct and/or indirect services to clients. Employee assigns cases to subordinates, coordinates workflow operations, and supervise staff through case review and consultation which requires the provision of substantial and recurring technical direction. Employee is responsible for staff training, resolving problems and ensuring that quality services are provided. Employee provides input to higher level management on administrative, personnel, and budget issues. Employee is responsible for ensuring that all applicable laws and policies are adhered to and that competent and ethical services are being provided by the staff. As a supervisor, employee is a part of the agency’s management team and participates in goal development, planning, and implementation of activities focused on accomplishing the goals. Employee provides supervision, leadership, training, coaching and disciplining of personnel.

  • Planning: Work involves reviewing program objectives and service delivery needs with staff and formulating specific goals and objectives for the assigned program area. Employee provides input to higher-level management on short-range planning needs for unit and specific program of assignment.
  • Organizing and Directing Work: Employee provides leadership by modeling excellence and displaying effective leadership skills that align with agency vision and core values. Employee assigns cases to staff and maintains workload balance. Employee makes changes in work procedures to meet program demands and presents recommendations to management on issues which impact on programmatic goals, objectives and policies. Employee reviews statistical data to evaluate effectiveness and timeliness of work by assigned staff. Employee establishes performance expectations for staff based on current policies, procedures, and program standards. The Social Work Supervisor conducts and participates in meetings with unit staff, programming team, established committees, community partners, and state program representatives to communicate, train, inform, solve problems, and promote cooperation with other units, agencies, and officials.
  • Budgeting: Employee manages a small unit budget necessary for staff administrative expenditures including but not limited to approving expenditures from the Adult Services budgeted line items. Effective and ethical accounting practices is an important part of the oversight provided by the supervisor due to the nature of services provided including, but not limited to, guardianship, protective payee, and food voucher services.
  • Training: Employee provides orientation to new employees, on-the job training for staff, and decides for staff to receive formal training when required and/or offered.
  • Setting Work Standards: The supervisor must clearly outline performance expectations with staff and ensure that county, state, and federal laws, policies, rules, and regulations are followed. Employee explains and implements changes to processes, procedures, tools, programs, and/or policy as necessary.
  • Reviewing Work: Employee monitors the work of subordinate staff through measured outcomes, case reviews, progress reports, conferences and informal discussions to assure compliance with operational standards and established policies.
  • Counseling and Disciplining: Supervisor leads, teaches, trains, coaches, mentors, and disciplines staff. Disciplinary actions may include initial counseling, development and implementation of work plans, oral warnings, and/or written warnings. Supervisor will make recommendations through higher level supervisors to the Director for adverse actions including, but not limited to, suspension and/or dismissal.
  • Performing Other Personnel Functions: Employee interviews applicants for positions supervised and makes recommendations to higher level management on hiring decisions. Employee provides input on discussions concerning promotions and salary adjustments for individuals supervised. Employee establishes goals for individual staff, prepare subordinates’ performance evaluations, and approve leave requests.

Minimum Education And Experience

Master's degree from an accredited school of social work and two years of social work or counseling experience; or a bachelor's degree from an accredited school of social work and three years of social work or counseling experience; or a master's degree in a counseling field and three years of social work or counseling experience; or four-year degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and four years of social work or counseling; or graduation from a four-year college or university and five years of experience in rehabilitation counseling, pastoral counseling, or a related human services field providing experience in the techniques of casework, group work, or community organization; or an equivalent combination of training and experience.
