The Instructional & School Culture Specialist supports the academic and behavioral success of students by strengthening Tier I instruction, promoting a positive school culture, and providing targeted, supplemental support aligned with the school’s Title I plan. This role focuses on improving outcomes for students at-risk of academic failure by increasing instructional capacity, enhancing school climate, and addressing barriers to student achievement in accordance with federal Title I requirements.

 

Key Responsibilities:

 

Instructional Support (Academic Achievement)

  • Collaborate with teachers to strengthen high-quality Tier I instruction, especially in reading and mathematics
  • Model, co-teach, and support evidence-based instructional strategies aligned to student needs
  • Assist in analyzing student data to identify students at risk of not meeting standards
  • Support implementation of interventions and differentiation within the classroom
  • Provide professional development and coaching aligned with school improvement goals

School Culture & Climate

  • Lead and support initiatives that promote a positive, safe, and inclusive school culture
  • Implement and sustain PBIS (Positive Behavioral Interventions and Supports) or similar frameworks
  • Monitor and respond to trends in student behavior (discipline) and engagement data
  • Develop systems to recognize and reinforce positive student behavior and attendance

Integrated Academic & Behavior Support (MTSS Framework)

  • Serve as a key member of the school’s Multi-Tiered System of Supports (MTSS) team
  • Support identification and monitoring of Tier II and Tier III interventions
  • Collaborate with staff to address barriers to learning, including behavior, attendance, and engagement
  • Track fidelity and effectiveness of interventions

Family & Community Engagement

  • Support Title I family engagement efforts, including workshops and communication
  • Partner with families to promote student success and positive behavior
  • Assist in coordinating outreach efforts to families of students most at risk

Data Monitoring & Compliance

  • Maintain documentation to ensure alignment with Title I funding requirements
  • Use data to evaluate program effectiveness and inform decision-making
  • Assist administration in monitoring progress toward school improvement plan goals

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of RCPS administration, curriculum, techniques for integrating curriculum, RCPS policies, and effective instructional practices; thorough understanding of the teaching, learning, and administrative processes; ability to work effectively with administrators, colleagues, central office, school-based staff, students, parents, and community; excellent oral and written communication and human relations skills.

 

EDUCATION AND EXPERIENCE

  • Master’s degree in Education Administration, Educational Leadership, Curriculum & Instruction, or a closely related field from an accredited institution.
  • Eligibility for or possession of a Virginia Administration and Supervision Pre K – 12 endorsements.
  • Completion of an approved educational leadership/administration preparation program.
  • Minimum of three years of successful, full-time teaching or instructional experience in a public or accredited school setting.
  • Evidence of leadership experience (e.g., department chair, instructional coach)
  • Proven ability to work collaboratively with students, families, staff, and community stakeholders to support student success and school climate

 

PHYSICAL REQUIREMENTS

Senior school administrative work typically performed in a school setting to include classrooms, cafeteria, and recreational areas. Regular coordination with school bus scheduling requiring outside activity in frequent inclement weather is necessary. Daily liaison activity throughout the school building and grounds is necessary. Occasional attendance to school-related activities throughout the state and after normal working hours is necessary. Daily contact is made with students, teachers, and school administrators. Regular contact is made with parents and the community. These contacts may be non-cooperative. Occasional contact with School Board members and state administrators is necessary. Regular contact is made with the school division staff. Reasonable accommodation may be provided to enable individuals with disabilities to perform the essential tasks.

 

WORK ENVIRONMENT

Work is typically performed in an office or school office setting.
