The position is located in the Office of the Director at the Ralph H. Johnson Medical Center under the general direction of the Group Practice Manager (GPM). The incumbent will oversee and provide guidance for all functions associated with monitoring and auditing of scheduling, an integral part of an effective Scheduling Compliance Program.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year of time-in-grade.
  • Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have a:
  • Ph.D. or equivalent doctoral degree

    or

    3 full years of progressively higher-level graduate education leading to such a degree

    or

    LL.M., if related if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond. : Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. (When crediting education that requires specific coursework, prorate the number of hours of related courses required as a proportion of the total education to be used.)

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student; social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
  • Physical Requirements: Work regularly involves extended periods of walking, standing, bending, and stooping to execute logistics for special events or to accompany media personal or other special groups. Considerable standing and walking throughout the main medical center and the grounds of the facility/CBOCs is required. Driving or riding in a vehicle is also required on a routine basis to attend outside meetings, interviews, and special events. The incumbent must attend lengthy meetings, both during the regular scheduled hours as well as weekends and evenings. The incumbent travels to numerous community events to promote the Ralph H. Johnson VA Health Care Center which involves carrying, lifting, and erecting display panels and media equipment which can weigh over 25Ibs. The work requires manual dexterity, hand and eye coordination, and the ability to accurately perceive and sense color hues and chroma. Incumbent is also required to pick up loads of up to 15 pounds, such as boxes and equipment.
  • Work Environment: Work is primarily performed in an office setting. The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. The employee may occasionally be exposed to uncomfortable conditions in such places as research, laboratory, and production facilities. Work does occasionally require the incumbent to be outdoors, such as for special events or interviews. The work environment may be stressful due to high workload volume and short deadline demands. Responsibilities:

- Performs analytical and evaluative studies relating to the development and/or execution of various scheduling operating programs of this medical center.
- Highly advanced at analyzing and evaluating existing and proposed scheduling operations and services. Presents data, conclusions and recommendations to management officials for their use in ensuring scheduling compliance.
- The incumbent will provide audits and analysis of data using the GPM/SA T Tool.
- During analysis and the audit process, the incumbent will determine the accuracy and timeliness of the scheduling system.
- Develop, or assist in the development of educational programs for Medical Center staff
- Determine educational requirements for schedulers and other employees regarding the scheduling process.
- Recommends action to improve the quality of the data processes related to business integrity.
- Compile and maintain appropriate management reports.
- Maintain good communication between the CBI office and other business owners.
- Serves as project coordination for planning, organizing, coordinating, implementing, and evaluating various new aspects of new, revised, or existing programs, projects, policies, and procedures. When serving as a team leader, responsible for receiving input and assessments from various staff specialists and subject matter specialists, ensuring accurate estimates, developing implementation schedules, and reviewing the submissions and actions of others for completeness and conformance with project goals and objectives.
- Coordinates and provides initial training for designated administrative support occupation.
- Provides recurring training as needed and monitors the success of the training program by monitoring trainee success through competencies.
- Analyses the trained occupations' work product and identifies systemic difficulties and corrects them
- Studies, analyzes, and evaluates the needs of the administrative support occupations and devises specific solutions to meet competencies required to be successful.
- Reviews data from feedback mechanisms, preforms limited studies, summarizes information, identifies trends and proposes and implements solutions.
- Prepares and completes required repo11s to advise management.
- Oversees clinic profiler.
- Coordinates the entire on boarding process for the occupations participating in the training program.
- Develops training materials for the training program the employees and staff including fact sheets, brochures, booklets, etc., to facilitate a conducive learning with the target audience.
- Conducts ongoing workshops, seminars, and other meetings with different levels of staff to explain and/or improve the overall trained occupation's work product.
- Implements mechanisms to evaluate the impact of the training program and provides statistics to management.
- Plans special projects or studies to analyze, evaluate, and provide recommendations on administrative issues.
- Researches and analyzes straightforward problems, and uncommon administrative issues, or program requirements.
