This position is located in the Primary Care Service Line at the Ralph H Johnson VA Medical Center, North Charleston, SC. The incumbent serves as the main point of contact for coordinating the business processes and data analyst functions. A primary function of this position is to ensure the business process is in place to support the implementation of new and updated information technology systems that support the Primary Care Service Line.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. The position is responsible for assisting with the preparation and implementation of the business contingency plans for system failure specifically addressing manual system backup plans addressing how day to day business will be conducted for long and short-term outages. Collects physical and data security needs for the service areas.

- An extensive knowledge of Veterans Integrated Systems Technology/Architecture (VistA) packages, VSSC, and Pyramid Analytics that support the business processes is needed to ensure the success integration.
- The position requires the ability to retrieve, track and trend information needed for reporting.
- Incumbent must possess a high degree of knowledge of Primary Care software and so that incumbent can create entry transactions on simple data needs, but be sophisticated enough to provide reports about any of the critical elements contained in the Primary Care performance measures throughout the Medical Center.
- Ability to work with a variety of stakeholders and coordinate data requests, maintain deadlines, and ensure appropriate communication is prepared for leadership.
- Knowledge of information security principles and methods.
- Knowledge of appropriate VA policies, VA directives, operating procedures, information flow and of prevailing automated practices in government agencies and the private sector sufficient to ensure applications are consistent with the current and planned infrastructure and data environments currently used at the supported VAMC.
Responsibilities:
The Data Analyst provides the vehicles to capture outpatient and related workload for Veterans Equitable Resource Allocation (VERA), MCA, and Financial Revenue Management for purposes to schedule patients, and to monitor clinic performance. Clinic profile set up ensures the clinic structure allows the scheduling of patients, direct workload capture, accurate access wait times, direct insurance, and co-pay billing; direct MCA costing, and track facility and provider performance against national, VISN and local measures.The incumbent is the point of contact for OI&T for information technology initiative for hardware and software needs for the Primary Care Service Line. The position is responsible for assisting with the preparation and implementation of the business contingency plans for system failure specifically addressing manual system backup plans addressing how day to day business will be conducted for long and short-term outages. Collects physical and data security needs for the service areas.
Duties include, but may not be limited to the following:
- Serving as the business oversight for a variety of software programs integral to the overall administration and operations of the Primary Care Service Line.
- Researching and analyzing problems, issues, or program requirements as related to Primary Care through the use of various Primary Care data sets and their effect of measures tracked and trended at the medical center.
- Coordinating with the responsible office(s) for medical center workload to ensure the accuracy of data in VISTA. Ensures the accuracy of Primary Care related reports.
- Participates in the establishment of administrative qualitative standards; the object of which is intended to improve programs, facilities, and operations.
- Tracks credentialing and privilege requirements and maintains those for the clinical staff in Primary Care.
- Serves as primary oversight for several provider related programs including PPROPS, MPR, P4P, EDRP, RRR and others supporting provider staffing.
- Serves as backup administrative support to the PCMM Coordinator.
- Serves as TMS Administrator.
- Serves as Timekeeper.
- Serves as primary administrative support to both Service Line and CBOC Leadership.
- Performs other duties as assigned.
