Position Overview

The Project Manager is responsible for overall contract performance and day-to-day management of Digital Communication and Graphic Design Services supporting the I Corps Public Affairs Office at Joint Base Lewis-McChord. The PM serves as the Contractors authorized operational lead and ensures the team delivers a complete, ready-to-use service solution for digital media strategy, content creation, social media management, executive communications support, reporting, and graphic design. The PM or Alternate PM must be available Monday through Friday, 9:00 AM5:00 PM Pacific Time, except federal holidays or Government closures.

Key Responsibilities

  • Manage overall contract execution, staffing, scheduling, deliverables, quality control, reporting, and coordination with the COR and KO.
  • Designate and maintain an Alternate Project Manager with equal authority to act when the PM is absent.
  • Ensure contractor personnel remain qualified, trained, cleared, and available to perform required services.
  • Maintain open communication with the COR and support weekly, monthly, quarterly, and annual reporting/coordination activities.
  • Oversee development and delivery of the Digital Communication Strategy, publishing schedule, content planning, campaign support, multimedia products, and reporting products.
  • Ensure all content is submitted for Government review and approval before publication or release.
  • Manage quality control, corrective action, discrepancy resolution, trend analysis, and customer feedback procedures.
  • Ensure compliance with PAO doctrine, OPSEC requirements, DoD/Army public affairs guidance, security requirements, and Government approval workflows.

Qualifications and Experience

  • Experience managing social media engagement, digital content management, public affairs, marketing, communications, or related work.
  • Proven ability to manage digital media engagement and content management services in private, public, and/or Government sectors.
  • At least three years of experience in public relations, marketing, communications, or related fields.
  • Working knowledge and five years of experience using Adobe Creative Suite and platforms/tools such as Facebook, YouTube, Instagram, X, Sprinklr, LinkedIn, and/or emerging social media platforms.
  • Ability to coordinate with military units and staff organizations to obtain information, imagery, and media needed for Public Affairs products.

Certification Requirement

No specific Project Manager certification, such as PMP, is required. Personnel must maintain any certifications applicable to their assigned tools, platforms, and duties. Industry-standard certifications are acceptable for relevant digital media, social media, content management, and design platforms. Required training includes Army OPSEC Training for External Official Presence operators and annual TARP training for personnel with security clearances.

Clearance / Security Requirement

Secret clearance is required for contractor personnel to access certain intranet websites. Personnel must possess and maintain a Secret security clearance, comply with OPSEC requirements, and sign NDAs for secure or proprietary Government information.
