Mid-Level Financial Analyst

Position Summary

The Mid-Level Financial Analyst will independently perform financial analysis, funds management, invoice review, reconciliation, financial reporting, and transaction-quality control. The individual will coordinate with Contracting Officers, finance personnel, vendors, and Bureau customers to resolve financial discrepancies and maintain accurate financial records.

Key Responsibilities

  • Manage and analyze reimbursable agreements, G-Invoicing orders, 7600B agreements, financial coding, billings, collections, and obligation balances.
  • Enter, validate, and maintain financial and agreement information in FBMS, the Customer Agreement System, AIRS, and related platforms.
  • Prepare financial reports, undelivered-order reports, Goods Receipt and Service Entry Sheet reports, cost-model spreadsheets, and other recurring analyses.
  • Review invoices, aviation-use reports, receipts, purchase requisitions, and supporting documentation for accuracy and compliance.
  • Research and resolve invoice variances, accounting discrepancies, rejected transactions, and financial-system errors.
  • Develop or validate Service Entry Sheets and other acceptance records.
  • Track rejected reports and outstanding corrections and conduct timely follow-up with vendors and Government stakeholders.
  • Monitor obligations and expenditures, identify potential overages or unused balances, and recommend corrective or de-obligation actions.
  • Handle simultaneous and urgent financial requests while maintaining accuracy and meeting established processing deadlines.
  • Analyze existing financial processes and recommend improvements to reduce errors, delays, and manual effort.
  • Produce clear documentation that can be readily interpreted by Government personnel and other stakeholders.

Minimum Qualifications

  • High school diploma or GED; bachelor’s degree preferred.
  • At least six years of relevant financial analysis, funds management, invoicing, accounting support, or federal financial operations experience.
  • Demonstrated experience analyzing and reconciling complex financial transactions.
  • Advanced spreadsheet and financial-reporting skills.
  • Strong analytical, organizational, problem-solving, and customer-service abilities.
  • Experience with Government financial systems such as FBMS or comparable enterprise financial platforms is highly desirable.
  • Ability to obtain the required DOI suitability determination and credential.
