#### Position Description

  • LOCATION:**Queen Anne's County, Maryland

**JOB SUMMARY**

The annual salary for this position is the minimum of the range.Entry level position involves a significant amount of public contact and front counter face-to-face customer service, while performing specialized technical work within the Planning and Zoning Department. This position is primarily responsible for the processing and review of building and zoning permits. Work involves frequent contact with property owners, developers and their agents, and the public in explaining zoning and land use regulations. Work follows established policies and procedures.

**ESSENTIAL FUNCTIONS**

Provides cordial, responsible, and accurate customer service.

Reviews all building permits and various zoning permits for zoning approval.

Provides customer assistance both on the telephone and front counter face-to-face contact that involves answering routine questions and assisting callers and visitors with information concerning all aspects of division operations and referring to other members of the Departments staff as appropriate.

Performs basic to intermediate level computer skills, including data entry, word processing, scanner, email, and internet use.

Calculates and collects fees for various permits, prepare receipts, and deposits fees in appropriate accounts in an on-line cash receipt system.

Checks status of reviewing agencies on a routine basis.

Researches historical permit data.

Provides administrative and clerical support to both the Electrical Board and the Liquor Board or other Boards as assigned.

Maintains project files, databases, spreadsheets, and project status documents up to date, including accessing and updating re-approvals, redesigns, and the digital plan storage system.

Works under direct supervision with limited independent judgment.

**KNOWLEDGE, SKILLS, AND ABILITIES**

General understanding of applicable laws and regulations governing land use and process, codes and ordinances pertaining to permit applications.

General understanding of established policies and procedures for building and zoning applications and issuing of permits.

General understanding of the principles of site planning, subdivision, zoning, and land use planning.

Word processing, spreadsheet and/or data management work experience or training; with the ability to effectively update and maintain manual and computerized files and filing systems; experience with Microsoft Office Suite and specific software for building permitting process such as Tyler Technology Energov.

Accurate clerical and record-keeping skills, including the ability to accurately create and maintain manual and computerized files and filing system.

Ability to effectively read and interpret maps, development plans, subdivision plats, and building plans.

Ability to establish priorities and complete assigned duties with minimal supervision.

Ability to develop and maintain effective working relationships with the public officials, other agencies, developers and their agents/representative, co-workers and the general public, which includes the ability to maintain a pleasant professional demeanor while dealing with the public in a wide variety of circumstances.

Effective spoken and written (English) communication skills, including the ability to clearly explain policies and procedures, to effectively phrase questions and obtain information while completing documentation.

Mathematics skills including the ability to accurately complete basic mathematical functions.

Frequent and regular contact made of at all levels of county staff and general public. Communication is generally cooperative, but sometimes characterized by debate requiring diplomacy, persuasion, and tact.

**CERTIFICATES, LICENSES, REGISTRATIONS**

Possession of a Class C Maryland Motor Vehicle Operators License (or the equivalent fro another issuing state) or the ability to obtain such a license within thirty (30) daysof employment to position.

**EDUCATION AND EXPERIENCE**

High school diploma or general education degree (GED). Minimum of one (1) year of work experience in an office environment along with general office procedures as well as customer services. Preference may be given for Associates Degree.

**PHYSICAL DEMANDS**

Typically involves walking/standing in office environment to meet public, work and interact with other staff, and retrieve files. Also involves light lifting and other physical activities include use of computers.

**WORK ENVIRONMENT**

Work is performed in an open-space office answering phones, processing projects, and attending to customers in a walk-in front counter setting.

**COMMENTS**

Employees must conform to applicable policies and safety rules.

This position is one within the Queen Annes County Civil Service System.An employee must serve a period of twelve months probation during which he or she may be terminated without notice, cause, hearing or right of appeal.
