IT Project Manager / Business Analyst

We are seeking qualified candidates for a Senior IT Project Manager / Business Analyst role supporting a large-scale grant management modernization initiative. The solution is being developed using Microsoft Power Platform and Azure technologies to improve grant management capabilities and streamline business processes.

This position will provide both project management and business analysis leadership throughout the full project lifecycle, partnering with business stakeholders, technical teams, vendors, infrastructure, security teams, and executive leadership.

Primary Responsibilities

Project Management

• Plan, coordinate, organize, and manage all phases of assigned projects.
• Develop and maintain detailed project plans, schedules, milestones, resource assignments, budgets, and deliverables.
• Manage project scope, timelines, risks, issues, assumptions, dependencies, and change requests.
• Coordinate activities across business stakeholders, vendors, technical teams, infrastructure, security, and leadership teams.
• Facilitate project meetings, status meetings, steering committee meetings, and executive briefings.
• Monitor vendor performance and ensure contractual deliverables are completed on time and meet quality expectations.
• Track project budgets, invoices, procurement activities, and contract deliverables.
• Prepare weekly and monthly status reports and communicate project health, risks, and decisions to leadership.
• Ensure compliance with organizational project management standards, SDLC processes, and governance requirements.
• Coordinate release planning, testing activities, production deployments, and post-implementation support.
• Proactively identify and mitigate project risks and resolve issues before they affect project timelines or outcomes.

Business Analysis

• Partner with business stakeholders to understand processes, operational needs, and project objectives.
• Facilitate requirements-gathering sessions, workshops, and stakeholder interviews.
• Develop and maintain Business Requirements Documents, functional requirements, use cases, user stories, process flows, and business process models.
• Analyze current-state processes and recommend opportunities for process improvement, automation, and operational efficiency.
• Translate business needs into detailed functional requirements for technical teams and vendors.
• Review vendor deliverables to confirm alignment with approved requirements and contractual obligations.
• Maintain requirements traceability throughout the project lifecycle.
• Coordinate and support User Acceptance Testing, including test planning, test-case development, defect tracking, and business signoff.
• Support data migration planning, data validation, and business readiness activities.
• Develop user documentation and training materials and facilitate end-user training as needed.
• Coordinate change management and organizational readiness activities to support successful implementation.
• Serve as a liaison between business stakeholders, vendors, and technical teams to ensure successful solution delivery.

Required Qualifications

• Bachelor’s degree or an equivalent combination of education and relevant experience.
• PMP certification preferred.
• Minimum of 10 years of experience managing large-scale IT projects.
• Minimum of 7 years of business analysis experience supporting enterprise software development initiatives.
• Experience managing Agile, Waterfall, and/or Hybrid software development projects.
• Experience facilitating business requirements sessions with executive leadership and business users.
• Experience creating BRDs, functional requirements, use cases, user stories, and process flow diagrams.
• Experience managing project scope, schedule, budget, risks, issues, dependencies, and change management.
• Experience coordinating User Acceptance Testing activities.
• Experience managing software vendors and contractual deliverables.
• Experience reviewing technical and functional documentation.
• Strong analytical, organizational, problem-solving, and decision-making skills.
• Excellent written, verbal, facilitation, and presentation skills.
• Experience using Microsoft Project, Visio, Word, Excel, PowerPoint, and SharePoint.
• Experience with Azure DevOps, Jira, ServiceNow, or similar project and work management tools.
• Ability to manage multiple priorities and collaborate effectively with business and technical teams.
• Experience working with executive leadership and cross-functional stakeholders.

Preferred Qualifications

• Experience with Microsoft Power Platform, including Power Pages, Power Apps, Power Automate, Power BI, and Dataverse.
• Experience supporting Microsoft Azure cloud initiatives.
• Experience managing digital transformation programs.
• Experience implementing Application Lifecycle Management processes.
• Experience with business process reengineering and workflow automation.
• Experience supporting grants management, financial management, regulatory, or case management systems.
• Experience supporting state government, public-sector, public health, healthcare, or human services technology environments.
• Experience managing vendor-developed cloud solutions.
