POSITION SUMMARYThe Sr. Manager - CM & Facilities is responsible for planning, coordinating, and executing capital improvement projects across the Quality Management Group portfolio. This role ensures projects are delivered on schedule, within approved budgets, and in compliance with applicable standards and requirements.In addition, the manager oversees day-to-day operations of the PC Maintenance team, ensuring timely response to work orders and small rehabilitation projects while maintaining strong service standards.This position partners closely with the Vice President of Operations, property leadership teams, and vendor partners to support the successful delivery of capital programs and maintenance operations.CORE RESPONSIBILITIESCapital Project ManagementSupport annual capital planning by providing property assessments, project recommendations, and cost estimates.Develop project scopes, timelines, and schedules for approved capital projects.Coordinate procurement activities including requesting bids, validating scopes, and preparing summary recommendations for leadership approval.Manage day-to-day project execution including contractor coordination, site visits, schedule tracking, and progress updates.Monitor project budgets, track variances, and escalate issues requiring leadership attention.Conduct pre-construction and close-out walkthroughs, ensuring punch-list items are addressed and documentation is completed.Maintain organized project files including contracts, permits, change orders, progress photos, and reports.Budget, Cost, & Schedule CoordinationTrack project expenditures and work with Accounting to ensure accurate job costing.Assist with change order review and recommend approval or denial based on scope and impact.Maintain project schedules and communicate updates to internal stakeholders.Vendor & Contract CoordinationSource qualified contractors and vendors.Support negotiation of pricing, timelines, and contract terms (final approval by leadership).Review contractor performance and maintain updated vendor records.Risk, Quality, & Compliance OversightEnsure contractors follow safety protocols and comply with applicable codes and building requirements.Support compliance efforts related to HUD, TCAC, REAC, and local permitting by maintaining accurate documentation.Conduct quality checks throughout each project to ensure work aligns with specifications.Stakeholder CommunicationProvide regular project updates to the Vice President of Operations and property management teams.Prepare simple project status reports summarizing schedule, budget, and next steps.Help coordinate meetings, site visits, and contractor briefings.PC Maintenance Operations ManagementManage PC Maintenance Technicians and Coordinator, ensuring timely response to work orders and small capital-related maintenance tasks.Assign work orders, track progress, and monitor service quality and follow-up procedures.Implement basic operational processes such as scheduling, inventory tracking, and workflow coordination.Support development of service standards, preventive maintenance practices, and basic SOPs.Operational AdministrationMaintain accurate records, logs, and maintenance reports.Review invoices, verify completion of work, and assist with coding and approval routing.Ensure project documentation is complete and stored in the designated system.Team Leadership & DevelopmentProvide day-to-day supervision, coaching, and support to PC Maintenance team members.Assist with training on procedures, safety expectations, and documentation practices.Support cross-functional coordination between PC Maintenance, Operations, and Property Management teams.KEY QUALIFICATIONSRequired5–8 years of experience in construction, capital project coordination, or facilities management.Experience managing contractors, schedules, and budgets for multi-site property portfolios.Strong project execution discipline—able to manage several concurrent projects.Working knowledge of building systems, maintenance practices, and construction processes.Strong communication and vendor-management skills.Ability to perform site visits, inspections, and field assessments.PreferredBachelor’s degree in Construction Management, Engineering, Facilities Management, or related fieldExperience in affordable housing (LIHTC/HUD)Certifications such as PMP, CCM, or BOCExperience with REAC/HUD compliance or multifamily property renovationsPHYSICAL DEMANDS / WORK ENVIRONMENTRegular onsite inspections, exposure to outdoor conditions, ability to lift up to 25 lbs., climb ladders, and walk job sites for extended periods.Use of computers, mobile devices, and construction tools required for job duties.Company DescriptionAt Quality Management Group (Quality), we believe in providing professional property management services with precision and care.
