Role Summary: Quality Enterprises’ Project Compliance Coordinator is responsible for managing and ensuring compliance across all phases of civil construction projects with a focus on permitting, grant requirements, Equal Employment Opportunity (EEO) compliance, and certified payroll reporting. This role plays a critical part in maintaining regulatory adherence, supporting funding requirements, and minimizing risk across publicly and privately funded infrastructure projects.

Permitting & Regulatory Compliance
• Coordinate, track, and manage all project permits, approvals, and licenses required at federal, state, and local levels.
• Serve as liaison with regulatory agencies to ensure timely submissions and approvals.
• Maintain permit logs and ensure compliance with all permit conditions throughout the project lifecycle.
Grant Compliance
• Ensure compliance with grant requirements, including federal, state, and local funding provisions (e.g., documentation, reporting, and allowable costs).
• Track and maintain records required for grant audits and reimbursement requests.
• Assist in preparing reports and supporting documentation for funding agencies.
• Monitor adherence to contract terms tied to grant-funded projects.
EEO & Labor Compliance
• Support compliance with Equal Employment Opportunity (EEO) regulations and workforce reporting requirements.
• Monitor workforce participation goals (e.g., minority business enterprises (MBE), women-owned businesses (WBO), and Disadvantage Business Enterprise (DBE)).
• Maintain documentation related to workforce compliance and respond to audits or agency inquiries.
Certified Payroll & Wage Compliance
• Review and process certified payroll reports in accordance with prevailing wage laws (e.g., Davis-Bacon Act or state equivalents).
• Ensure subcontractor compliance with wage determinations and reporting requirements.
• Audit payroll submissions for accuracy, completeness, and compliance.
• Maintain organized certified payroll records for audit readiness.
General Compliance & Coordination
• Maintain comprehensive and organized compliance documentation across all projects.
• Conduct internal audits to identify and resolve compliance issues proactively.
• Collaborate with project managers, subcontractors, human resources, and accounting teams.
• Provide guidance and training to project staff on compliance requirements.
• Stay current on applicable laws, regulations, and industry standards.
Qualifications
• Bachelor’s degree in construction management, business administration, public administration, or related field preferred.
• 3 years of experience in construction compliance, contract administration, or project coordination.
• Experience with public works projects and government-funded contracts strongly preferred.
• Familiarity with permitting processes and regulatory agencies.
• Working knowledge of grant compliance requirements and audit processes.
• Experience with EEO compliance and workforce reporting.
• Strong understanding of certified payroll and prevailing wage laws (e.g., Davis-Bacon).
• Excellent organizational, analytical, and documentation skills.
• Strong attention to detail and ability to manage multiple deadlines.
• Effective communication and coordination skills.
• Proficiency in Microsoft 365 including Excel, Word, and Outlook.
• Experience with payroll reporting systems and compliance tracking tools preferred.
• Must pass pre-employment drug test and background screening in accordance with applicable federal, state, and local laws.
Working Conditions and Physical Requirements
• Must be able to move light objects weighing up to 15 pounds.
• This role involves occasional visits to job sites requiring the use of personal protective equipment (PPE).
• This work involves long periods of time sitting at a desk or table or while intermittently sitting or standing as needed to perform essential job duties.
