JOB FUNCTION

The Community Resource Manager supports the goals and mission of the Early Head Start and Head Start program by coordinating community outreach, strengthening community partnerships, supporting parent engagement and program governance activities, recruiting volunteers, and connecting children and families with community resources.

The Community Resource Manager serves as a liaison between the agency and the communities it serves, promoting access to comprehensive services while ensuring compliance with the Head Start Program Performance Standards, the Parent, Family, and Community Engagement (PFCE) Framework, New Jersey Child Care Licensing Regulations, and all applicable federal, state, and local regulations. This position will provide guidance to the home visiting program and expectant families program.

ESSENTIAL FUNCTIONS

1. Support family engagement, community outreach, volunteer services, and parent involvement activities throughout the Early Head Start and Head Start program.

2. Work collaboratively with Family Advocates, Center Directors, and the Director of Family Partnership to support recruitment, enrollment, attendance, and family engagement efforts.

3. Assist with the planning, implementation, and evaluation of family and community engagement activities, including fatherhood initiatives, literacy programs, parent education workshops, family advocacy events, and special events.

4. Develop and maintain positive working relationships with community organizations, healthcare providers, school districts, housing agencies, social service organizations, and other community partners to increase services available to children and families.

5. Connect families with community resources and assist with referrals for housing, employment, healthcare, transportation, education, food assistance, and other supportive services.

6. Assist families in accessing available community resources and follow up on referrals as appropriate.

7. Help resolve parent concerns by providing information, making appropriate referrals, and connecting families with agency staff.

8. Participate in center monitoring activities by observing child safety practices and reporting any concerns related to child health, safety, or well-being in accordance with agency policies and mandated reporting requirements.

9. Maintain accurate documentation of outreach activities, community partnerships, volunteer services, referrals, and family contacts.

10. Prepare monthly reports regarding community outreach activities, volunteer services, family engagement initiatives, and current projects.

11. Attend staff meetings, community meetings, trainings, conferences, and professional development activities as assigned.

12. Maintain confidentiality of all child, family, personnel, and organizational information.

13. Provide guidance to expectant families and the home visiting program.

14. Perform the duties of an expectant families coordinator.

15. Develop an Internal Doula certification program.

16. Perform other duties as assigned by the Chief Executive Officer.

QUALIFICATIONS

1. Minimum of five years of experience managing customer service, community outreach, nonprofit organizations, family services, social services, or a related field preferred.

2. Doula Certification and Child Development Associate Credential Required.

3. Experience working with diverse families and community organizations preferred.

4. Experience working with Expectant Families,

5. Knowledge of community resources and the ability to establish positive working relationships with community agencies and families.

6. Excellent interpersonal, communication, organizational, and customer service skills.

7. Ability to communicate effectively both orally and in writing.

8. Basic computer skills, including Microsoft Office applications and data entry. Experience with ChildPlus is preferred but not required.

9. Valid New Jersey driver's license with daily access to an insured vehicle.

10. Must have a valid NJ driver’s license and access to an insured vehicle daily

Pay: $50,000.00 - $70,000.00 per year
